LEH, Oct 12: Abdul Haq Khan, Minister for Rural Development, Panchayati Raj and Law & Justice, laid the foundation stone of Urban Cluster Spituk at Spituk and amusement park at Choglamsar village under Urban Mission, in presence of CEC, LAHDC Dr Sonam Dawa Lonpo, EC Rural Development Tsering Wangdus and Councilor Phyang Punchok Dorjey, here today.
ACD Leh, Tsering Paldan apprised the minister that Under NRM a total of Rs 64.92 crore is earmarked out of which 70 percent fund will be mobilized through convergence using existing schemes and 30 percent fund that is Rs 15 crore will be provided under Critical Gap Fund (CGF) that is to be spent within 3 years. Regarding establishment of Rs 6.10 crore amusement park under Rurban at Choglamsar village, Paldan said that this Amusement Park will become not only a huge asset for Choglamsar village when completed but will also prove centre of attraction for entire Ladakh especially for children and tourists.
Other prominent present on the occasion, included Nirmal Sharma, Commissioner Secretary to Rural Development Panchayati Raj J&K Govt, DC Leh Avny Lavasa, ACD, Leh Tsering Paldan, DPO, Leh Sonam Chosjor, BDO, Leh Tsering Angchuk and local villagers.
Addressing the public gathering at Spituk, Abdul Haq Khan congratulated them to have one of the most prestigious project of GoI to provide urban like facilities in the surrounding villages of urban city without disturbing the core values and environment of village. He also appreciated the honest effort put in by Hill Council, Leh in making the implementable on time. Considering Ladakh being a prime tourist destination, the Minister gave full assurance to extend all possible support through RDD to promote tourism in Ladakh.
At Choglamsar, the Minister instructed ACD Leh to start with earth work of amusement park without waiting for the approval of DPR from State Level Empower Committee and assured to approve the same DPR by convening the from State Level Empower Committee meeting within a week time and also instructed ACD Leh to include innovative things in the park with provision to run it even at night with proper lighting system.
Meanwhile, the Minister also chaired a workshop on “Paryatan Parv” under National Rurban Mission at Nagarjuna Auditorium CIBS, Choglamsar Leh. For time bound completion of all the projects, he instructed Hill Council Leh to monitor all the projects closely and assured that he will also visit Leh again to review the progress.
Responding to the demands of EC Rural, Minister directed Commissioner Secretary RDD to release adequate funds to clear liabilities under various scheme in Leh. Regarding release of funds under MGNREGA, Minister said that there is no limit under MGNREGA to carry various works and assured that money will never be a constraint for Ladakh under MGNREGA. He further said that his ministry is giving top priority to connectivity in the State especially in far-flung area of State like Ladakh.
Earlier, EC Rural Tsering Wangdus raised various issues and problems of Rural Department including fulfilling the post of engineers in the department. He also demanded advance funds under MGNREGA, V-Set for all the 16 Blocks of district to ensure smooth functioning of EFMS, release of funds to complete various bridges under 13th Finance and release of additional funds under various schemes to clear liabilities.
