Strengthening capacity of PRIs

This in in reference to the article titled Strengthening capacity of PRIs by Dr Banarsi Lal and Dr Vikas Tandon. The newly elected Panchayat members need a comprehensive training on several schemes of Government especially the Solid Liquid Waste Management (SLWM) and Gobar Dhan scheme. This will ensure better outcome and effective implementation of these schemes in J&K state.
SLWM and Gobar Dhan would help in better rural sanitation as these programmes have not at all been taken up during last several years. Panchayat Members including the officials of Rural Development department are focused on construction of toilets and executing MG-NREGA schemes only. The rural areas in our state have turned filthy and there is no mechanism to overcome this inspite of funds available for it. Let potential organisations or NGOs be involved in capacity building of Panchayat members , religious / social leaders plus officials of Rural Development on scientific waste management. With regard to Gobar Dhan scheme let the resource (cow dung ) be converted into bio gas or bio fertilizer at village level across state. Till date not even a single project has been taken up in the Kashmir valley. This scheme has lot of potential if the same is taken up sincerely.
