Why not those officials should be directly named and shamed who are the mastermind behind the multi crore scam in Public Health Engineering Department in Handwara Kashmir is a moot question. State High Court has sought details in this regard with reference to all details and particulars of those officials involved in the fraud. The Court has imposed penalty on various departments also for not complying with the court directions.
Readers must be knowing that in PHE division Handwara Kashmir, many employees are found involved in the much publicised multi crore rupees scam. It is in context of a PIL with regard to this scam that the Division Bench of Chief Justice Gita Mittal and Justice Alok Aradhe directed for submitting the requisite details. It is an irony that the Audit and Accounts Department could not find the embezzlement there in time as there being no standing procedure for surprise and periodic auditing, but the Vigilance Organisation Kashmir in its report had submitted that prima facie the officials in the PHE division Handwara had resorted to an organised loot but the court has been kept not informed about the names of the officials involved.
The Court has also imposed penalty of Rs.5000 each on Departments of Horticulture, Floriculture, Fisheries, Pollution Control Board, Health Department as well as Geology and Mining for daring to violate the Court directions in respect of submitting status report of certain pending issues under consideration of the Court. Needless to add, there should be no leniency or any consideration for those who loot public money while in Government service and the Court has accordingly sought more pointed details.
