Scheme launched for empowerment of Panchayats, grievance redressal

KATHUA, Oct 1: District Administration Kathua has launched scheme for devolution of powers to Panchayats, decentralized planning and grievance redressal at block level.
As many as 19 senior officers have been appointed as Nodal Officers at CD Block level to convene monthly meetings with Sarpanchs, Panchs, Lumberdars and block level officers of all the departments including 14 line departments associated with the village Panchayats.
District Development Commissioner, Kathua, Dr Shahid Iqbal, launched the scheme in presence of all the district and sectoral officers besides ADDC, ADC, CPO, ACD, ACR, SDMs, Tehsildars, BDOs, CDPOs and TSOs. During the meeting a comprehensive annual review was also taken regarding devolution of powers to panchayats.
Addl Deputy Commissioner Kathua Prasanna Ramaswami has been appointed Nodal Officer for Kathua Block While ADDC N S Bali for Hiranagar, Anshula Garg IAS for Barnoti, Gurmukh Singh SDM for Basohli, Rajiv Charak SDM for Billawar, Anwar Bandey SDM for Bani, Dr Bharat Bhushan CEO LS Development Authority for Mahanpur, Sunil Kumar Deputy Director Employment for Dhar-mahanpur, Suraj Parkash ACR for Dinga-Amb, Tilak Raj ACD for Keeryan-Gandyal, Thuru Ram CEO Kathua for Sheetal Nagri, Dr Ajay Sudan DSHO for Nagrota, Sagar Singh DFO for Duggain, Mohinder Gupta DFO Billawar for Lohai, Rajiv Charak for Baggan and Dr Surjeet Kumar CAO for Mandli block respectively. Dates for monthly meetings in respect of all CD Blocks have been notified and publicised for greater participation.
Nodal Officers will convene meetings of all 14 line departments which will be jointly organised by Tehsildars and Block Development officers to discuss devolution of powers, planning, development, public grievances and developmental issues of all panchayats. Apart from this, officers of all other departments and projects will also attend these meetings to respond to public demands and awareness programmes will also be organised for various schemes. Monthly meeting at district level will be chaired by District Development Commissioner where action taken reports of all the departments will be reviewed.
The DDC issued strict instructions for performance review in respect of both Block level officers as weill as Sarpanchs viz-a-viz their roles and duties. Functioning of Panchayats will be monitored by Nodal Officers on regular basis and action will be initiated against non-performing Officers as well as PRIs. Asst Director Planning on DDC Office is nodal officer for management of scheme.
