Plea to JKPSC

Sir,
JKPSC issued a notification for Jammu & Kashmir Statistical Cum Evaluation Service Competitive Examination, 2013 for Appointment to the 28 posts of Assistant Director (E&S) vide Notification Number PSC/EXM/2013/80 Dated 10.09.2013. The Main Examination was conducted during Feb-Mar 2015, the result of which was declared vide Notification No: PSC/EX-16/08 Dated : 19.01.2016 almost 100 candidates qualified for the final stage of examination and subsequently the interview of the qualified candidates was held during 09 Feb 2016 to 16 Feb 2016. Despite lapse of almost four years the JKPSC is yet to declare the final result of the said examination.
We the aggrieved candidates contacted JKPSC many a time and finally we came to know that the declaration of final result has been stayed by the Hon’ble High Court (Srinagar wing) against a petition (SWP-689 of 2014) filed by Statistical Officers of Planning & Development Department. The Statistical Officers are demanding that the quota of promotion for in-service employees be increased from current 50% to 75% and that of Direct recruitment be reduced from current 50% to 25% thus blocking the chances of unemployed educated youth for futur examinations. Pertinently it may be mentioned here that no department in J&K has such a kind of recruitment quota that is being demanded by these Statistical Officers.
This kind of biased approach on. account of in-service employees will ultimately block the entry of young aspirants to the higher posts.
It will not be out of place to mention ere that almost all of the candidates have also applied for the Assistant Professor Posts which are hanging between the Minimum Standards & Procedures for Ph.D and Procedure to be adopted for Selection. Similarly the Main examination of KAS-2014 could not be conducted due to the stay on the result of Preliminary Examination.
