Over 280 Govt schools register 0 to 5% result in 10th, 12th exams

JAMMU, Mar 16: In an indication of declining standard of education being imparted in the Government-run teaching institutions, 240 Government High Schools registered 0 to 5 pass percentage in the 10th Class examination in Jammu region. These include those schools of Jammu city where only those teachers who have links with the higher-ups and the Ministers are posted.
According to the figures of the School Education Department, 36 Government High Schools recorded 0% to 5% results in 10th Class Examination Annual-2010. Of these schools, majority were of Jammu district that too those situated in Jammu Municipal Corporation limits where postings are managed by the teachers by using influence from different quarters. Similarly, during Annual-2010 10th Class Examination (Winter Zone), 70 schools recorded 0% to 5% results.
During Annual-2011 (10th Class examination), 25 schools (all of Jammu district) recorded 0% to 5% results despite the fact that sufficient number of teachers were posted in these schools. Interestingly, none of the High Schools in other districts of the Jammu province performed poorly in these examinations. In Annual-2011 10th Class examination (Winter Zone) 67 High Schools of Doda, Kishtwar, Kathua, Rajouri, Poonch, Reasi and Udhampur recorded 0% to 5% results.
In 2012 10th Class Annual examination, 19 schools recorded 0% to 5% results while as in the Annual-2012 (10th class) Winter Zone examinations, 23 schools registered 0% to 5% results.
As far as Government Higher Secondary Schools are concerned, 13 schools registered 0% to 5% results during Annual-2010 12th Class Examination while as 17 schools recorded this percentage during Annual 2011 results. During Annual-2011 (12th Class) Winter Zone six schools and during Annual 2012 (12th Class) Winter Zone seven schools recorded 0% to 5% results.
The poor pass percentage of Government schools is continuing despite the tall claims of the Government that Director and the Joint Directors of School Education Department have been conducting frequent administrative/academic inspections of the schools and taking immediate corrective measures wherever deficiencies are noticed.
When the question of abysmally poor performance of the Government schools was raised in the Legislative Assembly by two Legislators—Prof Chaman Lal Gupta and Mohd Yousaf Tarigami, the Deputy Chief Minister, Tara Chand, who is also Minister Incharge School Education, informed the House that a well designed monitoring system of 100% adoption of the Government schools through DIETs and SIEs has been put in place wherein the schools have been divided into 200 clusters.
However, the figures about poor performance of the schools indicate that the mechanism has not yielded encouraging result till date.
On one side large number of schools are performing abysmally poor and on the other side there is huge pendency of Lecturers, Masters and Teachers. A total of 1583 posts of Lecturers, 1771 clear vacancies of Masters, 1551 vacancies of Masters under RMSA and 3875 vacancies of teachers are lying vacant across the Jammu region.
Despite several Centrally Sponsored Schemes under implementation in the State, even drinking water and toilet facilities are not available in most of the schools in Jammu division.
