Four sewerage projects sanctioned under Centrally Sponsored Scheme—Jawaharlal Nehru National Urban Renewable Mission (JNNURM) for Jammu city are hanging fire since many years as nobody seems to be interested in the development of the city so as to give it a modern look. Only when the Centre orders release of balance funds will the next phase of work start. Nobody can predict when new installment of funds is released. The Comprehensive Sewerage Scheme Phase-I Greater Jammu was sanctioned during 2008-09 at a cost of Rs 129.23 crore and the works were entrusted to National Building Construction Corporation (NBCC). However, an amount of Rs 16.74 crore was incurred up to March 2016 and since then no work is being carried out for this project for want of balance funds. As both these projects were sanctioned under JNNURM for which the Government of India has stopped release of funds, the J&K Government has made a request to the Union Government for providing balance funds under newly launched AMRUT Mission. However, the formal approval is still awaited from the Union Ministry of Urban Development.
It appears that the Central Government, too, is bogged with uncertainties with the result that release of funds to various projects run under Central sponsorship get held up for time. We should not always bring the onus of delay in executing certain central projects to the doorsteps of the State Government and should try to understand what steps the State Government is taking to get funds released at proper time. It is of much importance that our departments remain in close touch with the concerned department in New Delhi and the Government of India welcomes and encourages brisk interaction between the officials in New Delhi and in Srinagar/Jammu.
