Headless education institutes

It is the old habit of our State administration to take unusually long time in filling the positions of the heads of institutions if these fall vacant for one or the other reason. Any institution, particularly an educational one is seriously hampered in its normal functions when the post of the head of the institutions remains unfilled. We have a serious case of this nature in our Education Department. Around 129 top posts, including principals, chief education officers and Zonal Educational Officers are lying vacant in the Education Department from the last three years in the Valley alone. These vacant posts include 60 principals in DIET, 24 in Higher Secondary Schools, 45 ZEOs and seven CEOs despite the department have hundreds of eligible candidates available for years. Injustice is done to these candidates just because of sheer irresponsibility of the concerned authorities. The practice adopted is to make ad hoc or temporary appointments and leave the prospective incumbents in a State of dilemma and uncertainty.  The seniors at the Education Department should take note of this flaw in the system and devise the ways of filling the vacancies as early as possible. Delay only affects the performance of the prospective candidates and they begin to lose interest in their work which is not a healthy development.
