Dr Jitendra launches On-line system for disciplinary proceedings against officials

NEW DELHI, June 22: In yet another landmark milestone for the Modi Government and the Department of Personnel and Training (DoPT), Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh launched here today, the first of its kind, an On-line system for disciplinary proceedings against implicated officials.
In a brief ceremony held at North Block and attended, among others, by Secretary to PM Bhaskar Khulbe, Special Secretary and Establishment Officer DoPT Rajiv Kumar, Secretary Central Vigilance Commission Neelam Sahani, Dr Jitendra Singh launched an On-line software portal for expeditious and timely disposal of departmental as well as disciplinary proceedings against the officials. The On-line portal will initially be in use in respect of IAS officers posted in the Central Government and will subsequently be extended to All India Service officers in the Central Government as well as Central Group ‘A’ employees. In the later phases, the State Governments will also be expected to extend this provision in their respective States.
Speaking on the occasion, Dr Jitendra Singh disclosed that at present, the average time taken for completion of departmental proceedings against any implicated officer is anywhere between two to seven years or more. With the launch of new option, he said, an effort has been made to complete the entire process of departmental proceedings within a period of two years, which is also the timeline prescribed in the guidelines.
Dr Jitendra Singh said, there is often a complaint that by the time the enquiry and proceedings reach the conclusion, the officer would even get retired. Through the new option, he said, not only the case disposal will be within a limited time span but more than that, the wrongly implicated innocent officer will also able to get clean chit faster and at the earliest without having to suffer the unjust ordeal for unduly prolonged time.
Dr Jitendra Singh recalled that soon after the formation of Government, Prime Minister Narendra Modi gave us the Mantra of “Minimum Government Maximum Governance” and zero tolerance against corruption. In the last 3 years of Modi Government, he said, one after the other, a series of path-breaking decisions have been taken to bring in more transparency and accountability in Government and while bringing the corrupt to the book, it has also been ensured that honest performing officers are provided a work-friendly environment, wherein they may perform to the best of their ability. Following revolutionary decisions like introduction of self-attestation, abolition of interviews for junior posts, streamline of rotational transfer policy, intensive review for premature retirement etc., the launch of On-line disciplinary proceedings is yet another step forward, he added.
Dr Jitendra Singh also reiterated his appeal to the State Governments to be prompt in adopting the good practices in governance initiated by Modi Government.
