DB grants further time to Div Com

JAMMU, Sept 5: In a PIL filed by Advocates Ashish Sharma and Deepak Singh Balouria against unplanned digging and frequent traffic jams in Jammu, Division Bench of the High Court comprising Chief Justice M M Kumar and Justice Hasnain Massodi today granted time to Divisional Commissioner, Jammu to comply with the earlier directions within week’s time.
When the PIL was taken-up, it was submitted before the DB that ERA, JMC and NBCC have filed their status report.
After hearing Senior Advocate B S Salathia with Advocate Bhanu Singh Salathia, DB directed State counsel to file response to the affidavit filed by JMC explaining as to why the required funds are not being released. Division Bench also granted time to Divisional Commissioner Jammu to comply with the earlier directions within week’s time.
In the PIL, it has been submitted that the entire process of digging of roads was so mis-managed that the same were left dug up for months together with either little or no progress. Not only this, the roads where sewerage pipes had been laid, the agencies responsible for metalling the same were absolutely callous in the discharging duty.
In its earlier directions, the DB had asked the Divisional Commissioner to set up a committee to prepare a plan to ensure that all those roads where the sewerage pipes have been laid black topping was also done preferably within a period of two months keeping in view the rainy season.
Division Bench had further directed that all the authorities shall ensure that a report is prepared and submitted with regard to those roads where the sewer line were laid, black topping was also done but the roads have either given way or the black topping has since eroded due to use of inferior or sub-standard material or failure to meet the specifications.
