Creating new admin units

From some time in the past, there has been a feeling that the administration of the State needs to be made more functional and result-oriented. This meant that the existing administrative structure of the State was not adequate enough to deliver the goods.  Geography and topography of the State have much to do with the administrative structure functioning in a satisfactory manner. There was demand from the people as well as from their elected representatives that more administrative units needed to be provided to make smooth running of administration practicable. In this connection the GAD received 110 applications mostly from the people’s elected representatives, both former and sitting ones. The Committee constituted by the Government under the headship of retired IAS officer Mushtaq Ahmad Ganai has recommended creation of 23 Sub-Divisions, 57 Tehsils, 63 CD blocks, 79 Niabats and 733 Patwar Halqas besides rationalization/reorganization of various existing Administrative Units. This is a big step in the broad-basing of State administration. The recommendations will be considered by the Cabinet Sub-Committee in near future and then it will go to the Cabinet for final decision.
There has been a strong demand from the sitting or retired MLAs for expansion of administrative units. People are facing much hardship because lack of speedy dispensation of administration. Hopefully the Cabinet Sub-Committee will give its nod to the extended units as recommended by Ganai Committee. The question is of finances. Implementation of the recommendation for new units has huge financial implications. Obviously the Finance Minister must have given his input. The people would very much appreciate if the Government favours creation of many more administrative units. However, there is the fear of clash of interests.  Every MLA (both sitting and retired) will desire that his constituency is specifically provided the additional unit because he will have also a say in the deployment of manpower for the extended units. There is clash of interests which cannot be wished away. Therefore, we would suggest the sub-committee to give proper thought to the applications on the basis of their merit and make a decision that does not create heart burning among other contesting agencies. The actual purpose is to facilitate administration and to respond to the needs and difficulties of the masses of people in general. Who would not want efficient and prompt delivery of administration and justice in the State?
