Agitating contractual lecturers justify demand of regularization

JAMMU, Mar 27: In response to the Education Minister’s clear-cut ‘no’ to their demand of regularization, the agitating All J&K (10 + 2) Contractual Lecturers Forum, today produced official documents and Government orders, which support their claim and also announced to continue their ongoing struggle till logical conclusion.

“We are not demanding something out of norms but only seeking our due right under of regularization as per the Civil Services Special Provision Act 2010, a policy framed for the regularization of all the Ad-hoc/ Contractual/Consolidate employees after rendering seven years of services,” said Arun Bakshi, president of the Forum, while talking to media persons, here today.
While elaborating, he said that their initial appointment under Academic Arrangement was modified vide order number 1584 edu of 2003, dated 21-10-2003, according to a provision of which, all these are Contractual Lecturers and it was further clarified by the Directorate of School Education, Jammu by other orders.
“Further, he added, vide order number 1328 GAD of 2009, all Contractual employees appointed under contractual rules 2003 are to be continued till further orders and hence their case was not as being projected by the Government.
Arun Bakshi further contradicted the Education Minister’s stand by reminding that the Government had already regularized Contractual Doctors, Range Officers, Information Officers, Instructors in Technical Education, and JEs etc as per Civil Services Special provision Act 2010.
” On the one hand, the Minister is posing that he is sympathetic to the Contractual Lecturers while on the other hand, the Government is not ready to consider the genuine demand of the aggrieved who are sitting on hunger strike for the last 42 days,” he said and reiterated that the ongoing struggle would continue till the logical conclusion.
It may be recalled that the Education Minister Altaf Bukhari on last Friday had made it clear that demand of regularization of the Contractual Lecturers could not be considered as their appointment was made for a specific period under academic arrangement.
Meanwhile, female Contractual Lecturers Seema Rajput, who is on fast unto death since March 12, was again shifted to Government Medical College Hospital Jammu following deterioration of her condition.
