Ensuring Bio-metric attendance

It is evident that introducing Biometric attendance system in Government offices , undertakings , Companies and other institutions affiliated to the State Government has not met very satisfactory response though results are somewhat encouraging. The system is loaded with bringing more precise system to measure or “calculate” the activities and attendance of an individual employee or a group of individuals in an institution. There being limited or no scope for any manipulations, Biometric attendance system is a foolproof technology to ensure the accuracy of attendance. It is useful to employers as well to deal with a large number of employees.
To overcome certain administrative lacunae in making the system effective and more result oriented, the administration headed by the Governor recently has issued a circular asking all the Administrative Secretaries to ensure that all employees in their respective Departments marked their attendance on Biometric devices only. In order to keep a tight rein on the adoption and use of the system effectively, Governor’s office is all set to monitor compliance on daily basis as advised by the Information Technology Department which has to send the report on daily basis to the Secretariat of the Governor to be “seen at highest levels”.
It is evident that this step was necessitated to be taken in view of some employees at some time or levels taking the system as optional and not very seriously and with this circular issued, compliance levels are bound to go up. It may be noted that it was during Governor’s rule itself in Jammu and Kashmir that this system was introduced and made compulsory with effect from June 22, 2018 under instructions of the then Governor NN Vohra to ensure punctuality in all offices run by the Government. All the employees were directed to enrol themselves for the implementation of the system which was linked to drawing of or getting salaries and wages accordingly. Whether all the offices and institutions by now have been provided with these devices, whether they are in running mode, whether their smooth function and attempts to make them inoperative somewhere for obvious reasons pre-empted and lastly, in case of any defect found in the device was fixed properly or replacement given, have all to be looked into by the Government to make the system fully operative and a matter of general routine.
The Government, it is presumed, must have removed confusions about the system that crept in on account of Aadhar linkage with the Biometric System following June 22 and July 17 orders vis-a-vis the ruling of the State High Court and the Supreme Court of India. In any way, the people dealing with the Government offices generally feel and complain about unsatisfactory attendance and punctuality of employees in the offices , especially in rural and semi urban areas and thus want strict punctuality and attendance in offices to become a working culture. If without any fuss or even a murmur, the system runs smoothly in private sector and GOI undertakings , why not in our State Government offices?
