JAMMU, Apr 27: Vigilance Organization Jammu today arrested the then Project Officer of Command Area Rural Development Agency (CARDA) Anil John, presently posted as Deputy Secretary to Floriculture Department for making illegal appointments.
According to the official spokesman, Vigilance Organization conducted verification into the allegations of illegal appointments by Anil John, then Project Officer CARDA has revealed that on February 9, 2008, Anil John proposed/recommended the appointment of Charanjeet Singh against the post of sweeper, Sikandar Hiyat Khan against the post of orderly and Mohammad Iqbal against the post of chowkidar along with two other candidates.
The then Chairman CARDA Jammu Manzoor Ahmad Shah approved the proposal and appointment orders were issued to all the aforesaid persons by Anil John without seeking any approval from competent authorities.
It is pertinent to mention here that Charanjeet Singh was initially proposed to be appointed against the post of sweeper and was appointed as orderly by Anil John, Project Officer and subsequently adjusted as driver without any revised approval.
The verification further revealed that advertisement for the appointment of three posts of chowkidar and orderlies were got published in a lesser known newspaper and were not referred to the Recruitment Board, thereby deliberately ignoring the laid down procedure and norms.
Meanwhile, another verification conducted by Vigilance Organization into the allegations of backdoor appointments by Anil John revealed that John moved a proposal before Project Director DRDA Samba for making appointment of Sonika Bhagat as Junior Assistant, which was approved by Kuldeep Khajuria the then Project Director DRDA Samba on the same day and accordingly Sonika Bhagat was appointed as Junior Assistant.
The verification revealed that no Advertisement was made for filling up of the post of Junior Assistant in order to avoid wide publicity and competition for filling up the vacancy. The vacant post has not been referred to the Recruitment Board and the laid down procedure and norms were deliberately ignored.
Accordingly two FIRs bearing registration numbers 15/17 and 16/17 were registered at Vigilance Organization Jammu were registered on the prima facie establishment of offences on the part of above mentioned public servants. Anil John has been arrested in FIR Number 15/17 by Vigilance Organization Jammu for questioning.
