‘The quality of a nation is judged from the way it treats its animals,’said Gandhiji .India is primarily an agrarian country and a large number of people depend on agriculture and animals for their livelihood.Thus,there is a strong bond of love and affection between the owners and their domestic animals.Our ancient scriptures also teach us to treat our animals with love and care.Even Emperor Ashoka advocated non violence and banned killing and hunting animals during his regime.Thus, India has traditionally been a country where many animals such as cows have been reverred and treated with love and care.But is sad that many unscruplous owners in the present day world donot take care of their pet animals such as cows,horses,dogs,mules etc.as they grow old with the result that such animals are found wandering on the streets in search of water and food and die a painful death.Some of these animals are crushed under speeding vehicles while others die from prolonged starvation or disease.It is a painful sight to see such stray and abandoned animals seeking food in heaps of garbage or being chased and beaten by shopkeepers and other people.Some of them are in injured condition or sick.Though there are NGOs and other noble people who look after such animals and provide them water and food bu it is not sufficient and primarily it should be the responsibility of their owners.
Thus,there is need for registration of the owners and their animals with the Municipal Councils/Town Area Committees so that their owners can be traced in case the animal is abandoned because of sickness or infirmity and it must be made obligatory on them to look after their animals till their death.
Moreover, the Government need to take measures for the provision of animal shelters for the sick,infirm and injured animals for their rehabilitation till their owners are traced.The owners must be made to bear the cost of food,medicine etc.incurred on the sick or hungry animal.More NGOs ought to come forward and take care of hungry,sick and old animals.All the people, irrespective of their caste, religion or community, should consider it as their first and foremost duty to strenghen the hands of such NGOs as are working for the welfare of the sick,old and injured animals as ‘the hands that help are far better than the lips that pray’.
