JAMMU, Nov 12:  Addressing the party workers, Rakesh Wazir, Bahujan Samaj Party State general secretary and candidate Nagrota Assembly constituency said that right from very beginning mostly the J&K State had been represented by the NC and it never allowed the democratic institutions like Panchayats and urban local bodies to flourish and develop and as a result either their elections were not held for the years together and whenever, if held, the due powers and funds were not allotted to them as were prevailing in other States.
He said that from last so many years the elections of urban local  bodies are due but had not been held intentionally, likewise Sarpanchs and Panchs were made but no powers and funds were given to them, likewise the prevalent three tier systems in Panchayati Raj mechanism and elections for that like Block Development Boards etc were also not held and now an impression is being given by some NC leaders that NC is the only biggest saviour of these democratic institutions which the people had all known well and will tell them in the coming elections.
The meeting among others was addressed by Girdhari Lal, Capt Shiv Lal Dhingra, Sanjeev Singh, Hans Raj, Romesh Kumar, Ganga Ram, Madhu Charak and Nanak Chand.
