SVC orders PE against Laharwal

JAMMU, Oct 27: The State Vigilance Commission (SVC) has ordered registration of Preliminary Enquiry (PE) against Shameem Ahmad Laharwal, the then Director Local Bodies Kashmir, as the Commission after enquiry prima-facie found abuse of official position and huge loss to the State exchequer.
While finalizing contract for Octroi Post at Budgam, the then Director Local Bodies had rejected the recommendations of the then Executive Officer, Municipal Committee, Budgam for awarding contract to Ayaz Ahmad Parray who emerged as successful bidder and offered highest bid of Rs 31.13 lacs for managing the Octroi Post at Budgam for the year 2012-13.
Disregarding the recommendations, the respondent arbitrarily changed the procedure of allotment and offered the same contract to Ali Mohammad Sheikh for an amount of Rs 18.39 lacs. The respondent also placed various subordinate officials under suspension arbitrarily from time to time and reinstated them within days without justifiable reasons.
Accordingly, the Commission has ordered for registration of regular Preliminary Enquiry and asked the Director Vigilance to complete the probe immediately.
