Speaking against sovereignty

Sir,
We know that a Government employee while in service  cannot take active part , directly or indirectly in advocating a particular political thought , work for any political Party nor criticize the Government , more so question the integrity and sovereignty of the country. However, that does not mean that he or she cannot take part in trade union activities and even protest against or criticise the Government in so far as matters regarding service conditions , pay , salary, promotions etc are concerned. As a free citizen of the country he or she can speak , write or preach issues revolving round , patriotic and allied matters, general topics on science, medicine, culture, ecology, economics, etc but never and never work actively for a particular political Party . It would be suicidal for him or her to question the country’s integrity, sovereignty and national integration. It would be doubly suicidal if he or she delivers speech , say, in an educational institution among the students , he or she has to teach preaching hatred and rebellion against the country.
It is shocking that one lady  teacher of JNU Delhi has openly questioned the country rather challenged its integrity , sovereignty and  honour and advocated for  dismemberment of at least four states, three in the North East from the Union of India. She has spoken against her country, army and even the constitution. This has given enough fodder to Pakistan , the TV Channels of which have played the videos with lot of projection of their vindication on issues even not raised against this country by them.
How can any employee drawing salary with the Indian Tax Payers’ money question the  territorial integrity of the country so openly and continue to roam free in this country where we have liberty and freedom to this extreme extent.
