Sarpanch Association opposes e-tendering of Panchayat works, B2V programme

JAMMU, Sept 19: Sarpanch Association Block Bhalwal has opposed the e-tendering of Panchayat works and Back to Village (B2V) programme.
In a meeting here today Association Chairman Block Bhalwal, Kuldeep Rajan and Dharminder Singh, Association President Block Bhalwal claimed that B2V programme is totally against villagers and development of the villages.
“Due to e-tendering Sarpanches and Panches who are the elected representatives of the villages can’t be able to organize and plan development works accordingly for villages,” Dharminder Singh said adding that as per the norms of Panchayati Raj 21 departments are directly linked with Sarapanches.
“Sarpanches are Chairpersons of these departments at village level but whenever they approach Chief Engineer of PDD department they get reply that electric poles, electric wires etc are not in their stock,” he maintained adding that similar response they get from PHE department regarding availability of pipes etc.
He further added that rural development work is the only work which was directly connected with Panchayats but the e-tendering in such works will cut-off Sarpanches and Panches from the development.
Kuldeep Kumar, Chairman Block Development Council, Block Bhalwal said due to e-tendering system in Panchayat works, on spot proposals by Panchayats and locals in Gram Sabhas are not being executed.
He claimed that for B2V programme the Prime Minister has announced huge funds to every Panchayat but not even penny has been given.
The Association President appealed Centre to cancel e-tendering in rural development works else they will openly oppose B2V programme in every Panchayat of Block Bhalwal besides staging protest against the government.
Pawan Slathia, Partap Singh, Rajni Devi, Naseeb Singh, Mohd Ameen, Kuljeet Singh, Jassa Singh, Naresh Singh, Joginder Singh, Hari Saran, Pallavi Verma, Shallu Sharma, Vikram Sharma and others were also present in the meeting.
