3 officers inducted provisionally also confirmed

JAMMU, May 2: Twenty three officers of the Jammu and Kashmir Administrative Services (JKAS) have been inducted into the IAS while three officers who were earlier granted provisional induction have also been confirmed.
Majority of inductions took place against the year 2019 while few have been made against the year 2020, official sources told the Excelsior.

The Union Public Services Commission (UPSC) which met in New Delhi with top civil administration officials from Jammu and Kashmir for two consecutive days on April 23 and 24 has forwarded minutes of the meeting to the Union Ministry of Home Affairs (MHA) which will now be sent to the General Administration Department (GAD).
However, sources privy to the developments confirmed to the Excelsior that the UPSC has cleared 23 officers for induction into the IAS including seven who have either retired or are on the verge of retirement. The seven vacancies will be notified afresh after the induction process and years of allotment of the JKAS officers is completed.
“These seven posts along with subsequent vacancies which will arise will be available for inductions of more JKAS officers into IAS next year,” the sources said.
Induction of JKAS officers into IAS has been made against the vacancies for the years 2019 and 2020. Majority of the officers figured against 2019 vacancies while rests were cleared for the year 2020.
Years of allotment for newly inducted IAS officers will be allotted when a formal notification is issued by the MHA, the sources said, adding the formal notification is expected next week but the things are now clear after the UPSC issued minutes of two-day meeting held in New Delhi on April 23 and 24 and forwarded them to the MHA.
Besides induction of 23 JKAS officers into IAS, the UPSC has also given its nod to confirmation of three IAS officers who were granted provisional induction into IAS from JKAS previously. However, the trio is already serving as the IAS officers.
Chief Secretary Atal Dulloo and Commissioner/Secretary, General Administration Department (GAD) M Raju besides other officers represented Jammu and Kashmir at the UPSC meeting that lasted two days in Delhi for clearing induction of JKAS officers into IAS.
With Jammu and Kashmir now part of AGMUT cadre, the officers of All India Services are posted in the States/UTs which are part of the cadre including Arunachal Pradesh, Goa, Mizoram, Delhi, Jammu & Kashmir, Ladakh, Andaman & Nicobar, Chandigarh, Dadra & Nagar Haveli/Daman & Diu, and Lakshadweep.
This is after nearly four years that the JKAS officers have been inducted into IAS as the last induction took place on August 4, 2022 when 16 JKAS officers made it to the IAS. Since then, the inductions didn’t take place despite identification of vacancies because of legal wrangles.
A total of 28 JKAS officers were cleared for induction on July 8, 2022 but 11 of them were later dropped as eight had retired from the services, two refused induction and one had died while fate of another was kept in sealed cover.
Induction of JKAS officers into IAS was not carried out for nearly 12 years because of seniority disputes, legal hurdles etc from 2010 to 2022.
The 1999 JKAS batch of officers had to wait for 23 long years for their induction into the IAS.
The Government now proposed to make it a regular feature every year so that the JKAS officers are timely inducted into the IAS like other States and Union Territories and not after 12 years or 4 years as was the case.
