SRINAGAR, Feb 6: Vigilance Organization Kashmir has booked officials of R&B Division Kupwara and others for misappropriating Government funds in purchase of various furniture items for MLA Hostel Kupwara.
The accused included then X-En R&B Kupwara, Mohammad Shafi Bhat who was already booked in nine Vigilance cases and was also caught red handed while accepting bribe in year 2013.
The investigations revealed that in the year 2009-10, Mohammad Shafi Bhat, the then Executive Engineer (R&B) Division Kupwara hatched criminal conspiracy with supplier Ab Lateef Ganie and other officials of the Division. They fraudulently showed fake and fictitious competition in the tendering process of Notice No. 1776-82 dated 17-06-2009 and purchased various furniture /furnishing items for MLA Hostel Kupwara for Rs 2.65 lakh on highly exorbitant rates without obtaining administrative approval.
The conspiracy was later joined by Mohammad Sultan Sheikh, the successor Executive Engineer; Shahjahan Peer, the then AEE and Ab Hamid, the then JE of the Division, who procured additional furniture/furnishing items from the said supplier for MLA Hostel for Rs 9 lakh again on highly exorbitant rates. In this way, they caused a loss of Rs 4.13 lakh to the State Exchequer.
A case FIR number 08/2015 Police Station VOK, has been registered under Section 5(1)(c),(d) r/w Sec 5(2) J&K Prevention of Corruption Act 2006 and 120-B RPC, RPC against the accused for further investigation.
It is worthwhile to mention here that nine FIR cases under Nos. 10/93, 14/93,126/93, 17/93, 18/93, 19/93, 20/93, 21/93, 22/93, P/S VOK are already registered against Executive Engineer Mohammad Shafi Bhat, who was also caught red handed while demanding and accepting bribe amount of Rs 5,000 in year 2013.
