Plus-2 Lecturers urge Governor for ACP, time bound promotion

JAMMU, Sept 1: A monthly meeting of All J&K Plus-2 Lecturers’ Forum was held under the chairmanship of its President Deepak Sharma in which various burning issues pertaining to Plus-2 Cadre were discussed threadbare.
Deepak Sharma reiterated demand for Assured Career Progression (ACP)/Time Bound Promotion in favour of Plus Two cadre and alleged step motherly treatment with them by previous Governments and flayed dilly dallying tactics of the Govt as Adminstrative Committee framed for the purpose has failed to give its recommendations. “Non-seriousness of the Government can be gauged from the fact that new committee members have not been designated even after the retirement of two incumbents for more than three months,” he said.
Referring to Chief Secretary’s direction, for time bound report submission of all Adminstrative Committees, Forum demanded fixing of responsibility for this inordinate delay and urged the Governor for his personal intervention to grant sanction to ACP to remove age long stagnation.
Forum also assailed Govt for failing to complete regularisation process of all Incharge officers of Education Deptt inspite of SAC decision and demanded vigorously following up of subjudice cases to facilitate regularisation process and release of list of Senior Lecturers as per 1/3rd cadre strength.
The Forum also demanded charge allowance in favour of newly placed I/c Lecturers in various subjects, revocation of SRO-202 for all Cadres and suggested framing up of a policy of tenure of one year only in all Hard areas on the analogy of Ladakh region.
Forum also demanded repatriation of those serving in far flung areas for years together by affecting transfers at the earliest as per transfer policy. Forum also demanded either fixation of induction quota in favour of Plus-2 Lecturers or repatriation of Joint Directors from KAS Cadre working in Education Department to their parent departments.
Other demands included provision of Earned Leave in favour of Teaching community, revival of non-vacational status to Principals/Head of the Institutions, restoration of 40 percent in-service college quota, removal of pay anamolies and regularization of Physical Education Lecturers.
Those present in the meeting, included N S Jamwal, Dr Sushma, Anil Sharma, R S Slathia, Pardeep Singh, Anwar Khan, Renu Langeh,, Dr Ashok , Ghar Singh, D C Kundel, Ajay Sehgal, Dr Rajneesh and Kewal Kumar.
