When people create panic

Sir,
On two occasions in the last week of August, we saw confusion at the petrol pumps in Jammu city, long queues of vehicles, cars and two wheeler somehow trying to get as much or as less the petrol.On the first occasion, which lasted only for a day, immediately most of the petrol pumps went dry better known to most of them whether all of a sudden they had finished all that was in their stocks or they did it intentionally.Thanks to the intervention of the state administration and assurances to the owners and the drivers of the tankers to look into the attacks on their vehicles and to the physical  attacks causing injuries to them, the supply was restored within a few hours.
However , a rumour did the worst on Aug 27, night that all of a sudden all the petrol pumps in the city were again scenes of chaos and confusion and most of the buyers had in their hands empty canes, containers, even empty
Bisleri water bottles to get petrol as much as possible or even as little as possible but get  it somehow.. Most of the petrol pumps did again the same trick – “No Petrol”. Such an attitude shows how much have we the inclination to hoard, to create an air of artificial scarcity and to create scenes as if Petrol had not been seen for months together or there was no possibility of getting it in the future even if our vehicles had fuel sufficient for two to three days  for normal activities..
This also shows what could our response be to a situation arising in a war or in a natural calamity . We learn only to blame and criticise the Government but not learn to cooperate and help ease the situation. Within a span of just three hours all the pumps were full of stocks and wore normal looks. The same attitude we often show in case sometimes onions, or pulses.
