SRINAGAR, Feb 17: A police officer was found dead in his living room inside a police station in the frontier district of Kupwara this morning.
SP Handwara Choudhary Aslam, told Excelsior that Sub-Inspector Ghulam Nabi, who was Station House Officer of Police Station Kalamabad, was found dead in his living room inside the Police Station this morning.
The SP said that police have registered a case and are investigating the cause of his death. He ruled out any militancy angle into his death, adding the circumstantial evidence revealed that he has died by accidental fire.
Choudhary ruled out any murder angle into the police officers death and said that either the death is intentional or accidental. He said that chances of suicide are very less as he had no family, office or health problem.
The SP said that the police officer had received two bullets in his head leading to his death on the spot. He said that his service rifle was seized by the police and post-mortem of the body was conducted before it was handed over to his family for burial.
Senior police officers including DIG North Kashmir took part in his last rites that were held at his village Zaloora under full police honours.
The deceased police officer’s son, Aijaz Ahmad, said that his father had no health or family problem and ruled out his suicide. He said that his father was alright and he called him last night at around 9 p.m. He demanded investigations into the death of his father.
The police officer has four sons and a daughter and his family members said that he had no problem at home or enmity with any one. He had 34 years of service and was hailing from Bafarnag village in Drugmulla and was living at his in-laws at village Zaloora since in marriage for past 30years.

Delay in report hampers probe

JAMMU, Feb 17: Delay in submission of postmortem report of the minor girl, who died at SMGS Hospital in last December due to alleged negligence of Principal Government Medical College Jammu and then Head of the ENT Department Dr Aniece Choudhary, has stuck the magisterial probe into the case.
Even as Additional Deputy Commissioner R S Sharma, who is probing the case, has almost completed his investigations, which included recording of the statements of parents of the deceased girl and concerned doctors, the delay in submission of the post-mortem report is hampering conclusion of the Magisterial report, sources informed the Excelsior.
More ironic is the fact that the person, who is supposed to pursue early submission of the post-mortem report, is none other than the main accused in the case, sources added.
Despite repeated requests by the Additional DC for submission of even Partial report of the Post-Mortem for facilitating the magisterial probe, sources said that there was no response from Principal GMC.
As reported earlier, one and half year old girl identified as Baby daughter of Amar Chand of Doda had died at SMGS Hospital Jammu on December 12 waiting for surgery by the ENT doctors for a foreign body in her throat for four days.
According to the sources, a few days after the magisterial probe was ordered, the Deputy Commissioner sent a communiqué to the Principal GMC Jammu seeking Partial report of the post-mortem for facilitating the magisterial inquiry. However, the letter was sent back by the Office of Principal GMC without any response. It was followed by another reminder for the Partial Report and a request seeking early submission of the Post Mortem Report but again there was no response, sources informed.
Since the Magisterial probe can not be concluded without a post-mortem report, sources said that intervention of higher authorities may be sought in this regard.
When contacted, ADC R S Sharma said that the magisterial probe was in progress and the report would be submitted soon after the post-mortem information is received.
Quake jolts Kashmir

SRINAGAR, Feb 17: A moderate intensity earthquake hit Kashmir valley early this morning.
The tremor with an intensity of 5.2 on the Richter scale that was recorded at 7:05 a.m. creating panic among the residents of the Valley.
The officials said that there was no report of any damage to property or injuries to any person. Officials said here that the epicentre of the tremor was in the Hindukush mountains in Afghanistan at Latitude 36.5 degrees North and Longitude 71.
JCC defers 5-day long strike

JAMMU, Feb 17: Government Employees Joint Consultative Committee (JCC) has decided to defer the five day strike programme from February 19 to February 23 in view of prevailing situation in Kashmir valley.
The decision to defer the programme was taken in a meeting of the JCC which was held under the leadership of Mohammed Khurshid Alam, Abdul Qayoom Wani and Mohammed Gafoor Dar here today.
Talking to media Gafoor Dar said all the leaders of JCC from entire state were present in the meeting which decided to defer the proposed strike in view of the prevailing situation in Kashmir valley.
The meeting however urged the employees to be united to launch a bigger programme in near future for which the date will be announced soon. The meeting asked the district, zonal and provincial leaders to remain in touch with the employees in their areas to make future course successful which will be decided in the meeting to be held on February 28.
The JCC leaders who attended the meeting included Mohi-ud-Din Muntazar, Amrik Singh, Jaswant Singh, Ganesh Khajuria, Rajinder Kumar, Kulwant Singh and Nasrat Baig.
JCC, an amalgam of various employees’ organizations of the State has been demanding the enhancement of the retirement age of the State Government employees from 58 to 60 years.
The JCC has also been demanding the regularization of daily wagers, adhoc employees, casual workers and labourers who have put in more than seven years of continuous service, removal of pay anomalies with respect to the Government employees and speedy payment of the arrears under the Sixth Pay Commission recommendations.

Dikshit renews attack on Delhi Police, writes to PM
NEW DELHI, Feb 17: In a fresh attack on Delhi Police, Chief Minister Sheila Dikshit has sought the Prime Minister’s intervention to ensure better policing in Delhi, complaining that the force has failed to deliver on its promise to improve women’s safety after the December 16 gangrape incident.
In a letter to Prime Minister Manmohan Singh, Dikshit said that situation remained unchanged as no visible improvement in policing has been witnessed in the city in the last two months though police had assured enhanced security for women following the incident that sparked massive public outrage.
The Chief Minister requested the Prime Minister to look into the issue seriously and take appropriate steps.
Sources said that in the letter dated February 13, Dikshit has also mentioned about functioning of the security commission which frames guidelines on maintaining law and order and suggested that its recommendations should be considered seriously.
Dikshit had severely criticised police in the wake of the gangrape incident and even demanded resignation of Delhi Police Commissioner Neeraj Kumar. She had also regretted not having any control over functioning of the police which functions under direct control of Home Ministry.
The Union Home Ministry last month had made changes in composition of the commission making the Delhi Chief Minister part of the panel which was set up in 2010 on the recommendation of the Justice K T Thomas committee on police reform.
The sources said Dikshit has written a similar letter to Union Home Minister Sushilkumar Shinde asking him to take effective steps for improvement in policing in the city so that women feel secure.
In the letter, she has referred to massive public anger in the wake of the brutal gangrape of a 23-year-old paramedical student two months back and said “nothing has changed even after the widespread public anger against the police.” (AGENCIES)

JAMMU, Feb 17: Promising all-rounder Parvez Rasool’s all-round display went in vain as formidable Punjab drubbed Jammu and Kashmir by 48 runs in the match of the ongoing North Zone Vijay Hazare Inter-State Cricket Tournament, organized by Board of Control for Cricket in India (BCCI) at picturesque Cricket Stadium, Dharamshalla in Himachal Pradesh, today.
Batting first, Punjab powered by a brisk opening partnership of 102 runs in 12.5 overs from Ravinder Singh and Chandan Madan scored 168/8 in 23 overs in a rain-hit match, which was reduced to 23 overs a side. Both Madan and Singh were going great guns, sending the J&K bowlers to a leather-hunt, before gritty Parvez clean bowled Madan at his individual score of 38 runs off 45 balls, studded with 4 boundaries. Then, wicketkeeper Obaid Haroon and fielder Majid Dar plotted dismissal of another opener Raving Singh by running him out at his individual score of 60 runs and the team’s total of 126 runs in 16.2 overs. Ravinder’s 41-ball knock included 6 boundaries and 2 sixes. At the same score Parvez accounted for India Test discard and his IPL team-mate Yuvraj Singh’s dismissal, trapping him LBW for a naught after beating him twice in the same over. Arshad Sheikh then dismissed GR Singh for 15 runs at the team’s total of 131/4 in 18 overs. Speedster Ramdayal Punia then accounted for Taruwar Kohli and Amitoze Singh, but not before latter smashed quick-fire 20 off 9 balls with the help of 3 fours and one six. RP Sharma was dismissed by seam bowler Zahoor Sofi. For J&K, Ramdayal Punia and Parvez Rasool bagged 2 wickets each, while Arshad Shekh and Zahoor Sofi claimed one wicket each.
Parvez was most economical among the lot as he conceded 28 runs in his 6 overs, while Ramdayal gave away 40 runs from 5 overs and Arshad 32 in 4 overs. Apart from these bowlers, Majid Dar bowled 3 overs for 25 runs, Zahoor Sofi 4 overs for 31 runs and Ian Dev one over for 4 runs.
In reply, despite a good batting show by young opener Shubam Khajuria and talented Parvez Rasool, J&K were bundled out for 120 runs in 20.4 overs, thus lost the match by 48 runs. Openers Shubam and Ahmed Umar Banday began in style, hitting series of boundaries and sixes in first 5 overs and scoring 40 runs in first 5 overs, with Shubam contributing 25 off 24 balls with 1 four and 2 sixes and Banday scoring 11 runs in 10 balls, studded with 1 boundary and 1 maximum. The duo targeted young speedster Sidharth Kaul, taking 21 runs of his 2 overs. Then, skipper Ian Dev Singh fell for duck, while Parvez scored magnificent 33 off 34 balls with the help of 4 boundaries. Wicketkeeper Obaid Haroon and Hardeep Singh chipped in with 17 and 12 runs respectively. Yuvraj Singh was the pick of the bowlers for Punjab, who scalped 3 wickets by conceding 17 runs in his 2.3 overs, while RP Sharma and RJ Singh claimed 2 wickets each and SB Sharma claimed one.

60 new cases of swine flu, number of patients cross 400
NEW DELHI, Feb 17: Sixty more people have been found positive for the H1N1 virus today, taking the total number of swine flu cases in the national capital this year to 420.
With the death two more people yesterday, the number of people succumbing to the virus was nine.
According to hospital sources, there were no deaths today but 60 fresh cases have been reported.
Yesterday, a 52-year-old man had died at Action Balaji hospital while another 83-year-old man who was admitted to Ram Manohar Lohia hospital a couple of days back in a serious condition had succumbed.
Top health department officials were monitoring the situation while Delhi Health Minister A K Walia was also keeping a close watch.
Delhi Government has designated 23 hospitals in the city for treatment of the ailment.
The Health Minister has urged people to maintain high standard of personal hygiene to prevent the disease. (PTI)

JAMMU, Feb 17: A seminar on “How Safe Women Are” was held, in which residents of Trikuta Nagar participated actively and expressed their views.
Most of the speakers stressed on the need to implement strong laws against women abuse and sexual harassment.
They said that there is need that civil society should come forward on such burning issues, so that a check could be kept on such incidents.
Nitish Mahajan, Programme organizer said that such events help the society to come forward and discuss about the preventives, which need to be taken to overcome the evils of the society.
On the occasion, the panelists were Pooja Malhotra, Director, Tawish Group of College, Aruna Narula, Director, First Step School, Dr Bhawana Koul, Senior Consultant, Government Dental College, Advocate Monika Kohli and SK Jain.
