JAMMU, Apr 29: Devyani Rana, MLA Nagrota, today led a road blockage to protest against the acute and escalating water crisis in the Nagrota constituency, terming it a direct consequence of administrative negligence and failure on the part of the Jal Shakti (PHE) Department.
“This is a clear case of prolonged negligence, administrative apathy, and systemic failure, which has severely disrupted the water supply and caused immense hardship to the people of Nagrota,” she said.
During her visit to Badsoo Panchayat in Nagrota, the MLA staged a warning protest against the department. She highlighted that more than 13 PHE stations and dug wells across the constituency have remained defunct for several months, severely affecting water supply to thousands of residents.
Citing specific instances, she pointed out that the PHE dug wells at Hurnali and Kah Pohta have been non-functional since August following flood damage, with no meaningful restoration efforts undertaken so far.
Expressing serious concern, Rana stated that despite substantial allocations in the 2026-27 budget to the PHE sector of Rs 3,500 crore along with financial assistance from the Central Government of an additional approximately Rs 3,000 crore under SASCI, the UT administration and the department have “miserably failed” to utilize these funds effectively.
Taking strong exception to the functioning of the Mechanical Wing of the PHE department, she said the department has failed to ensure timely repair and maintenance of pump sets and motors.
“In many cases, motors are repaired and reinstalled only to get burnt again within days. This clearly points towards substandard repair work, lack of technical oversight, and absence of preventive maintenance. Such inefficiency is unacceptable,” she said.
She further added that over the past six days, the department has been repeatedly repairing and reinstalling motors, pumps, and transformers at PHE stations in Galali and Gharota, only for them to develop faults or burn out again the very next day. “This recurring failure reflects sheer mismanagement, poor quality control, and a complete lack of accountability within the system,” she asserted.
She further noted that water tanker services, which had been providing temporary relief, have also been discontinued without any alternative arrangements, aggravating the hardships faced by the people.
Ms. Rana asked the department to act immediately and restore all defunct water supply systems on a war footing.
“If the authorities continue to remain indifferent, the patience of the people will wear thin. They will have no option but to come out on the streets and protest against this blatant neglect and administrative failure,” she warned.
She urged the UT administration to intervene at the highest level, fix responsibility, and ensure time-bound restoration of water supply systems.

Bangladesh made a blunder by skipping T20 WC, series with India will improve relations

MUMBAI, Apr 29: Former captain Shakib Al Hasan has described Bangladesh’s absence from the T20 World Cup in India earlier this year as a “blunder”, while expressing hope that bilateral cricket ties could improve if the teams play a couple of series.

Bangladesh did not travel to India for the tournament — co-hosted by India and Sri Lanka — after their seamer Mustafizur Rahman was dropped from the Kolkata Knight Riders squad.

Bangladesh were ultimately replaced by Scotland in the global tournament.

“I think that was a big loss,” Shakib told reporters on the sidelines of the EUT20 Belgium’s jersey launch event here on Wednesday.

“(It was a) great miss as far as Bangladesh cricket is concerned because we, as a country, love watching our players play World Cups and play (those) matches.”

“We are a cricket-loving country and a country like Bangladesh not participating in the World Cup was a big miss. It’s a blunder from the government’s side that they took the decision not to participate,” added Shakib.

Bangladesh’s decision not to tour India for the mega event could have a lasting impact on bilateral relations between the neighbours, but Shakib expressed hope that one or two series could help “break the ice”.

“I think things will get better,” he said.

“Obviously, efforts need to be made and I think one or two series, if Bangladesh visits India or India goes to Bangladesh…(they are) playing a series which I heard might happen in August or September. If that happens, I think the ice will break and things will get better,” said Shakib .

Shakib, an Awami League Member of Parliament, has not returned to Bangladesh since the ouster of the Sheikh Hasina-led government due to safety concerns and pending legal issues.

However, the Bangladesh great hopes to play one final match for his country before hanging up his boots.

“We will see that later,” he said when asked if he wished to have one final game.

“But, yeah, I think things will start getting better sooner or later. With time, everything heals, so I’m hopeful that I can get what I want,” said Shakib, who has represented Bangladesh in 71 Tests, 247 ODIs and 129 T20Is.

Shakib, who featured in nine editions of the IPL for Kolkata Knight Riders and Sunrisers Hyderabad, acknowledged that a return to the tournament is unlikely, but said he is pleased to see the new generation taking over.

“I’ve played enough. The younger generation has come in. They’re performing really well,” he said.

“I see hardly any player of my age playing IPL. One or two, (or) maybe five maximum; if you include everyone, I think not more than five would be there playing IPL at my age. It is difficult, obviously, for me to play IPL now with the competitiveness. But I’m not missing it…I do enjoy watching it.”

Shakib praised the robustness of Indian cricket through its domestic structure and the IPL, but added that the lure of T20 cricket may lead to the national team struggling in Test cricket.

“The pipeline is such in Indian cricket at this moment, (and) I think this will go for the next 50 years at least without having any problem. They’ll keep on producing players because of the tournament they have,” he said.

“They might struggle in Tests because everyone wants to play IPL. But they’ll keep on producing great players just through IPL and with their domestic infrastructure,” Shakib added.

Shakib expressed confidence that his former teammate Tamim Iqbal will benefit the Bangladesh Cricket Board if he gets a long stint.

“He just got elected (as interim president). He’s there to hold the election and hopefully, if he becomes the president, I think he’ll have a long-term plan and obviously, Bangladesh cricket will get benefit from him,” Shakib added. (PTI)

HC dismisses Ansari’s plea for police clearance

MUMBAI, Apr 29:
The Bombay High Court on Wednesday dismissed a petition filed by Faheem Ansari, acquitted in the 26/11 terror attacks case, seeking a Police Clearance Certificate (PCC) to drive an autorickshaw for his livelihood.

Follow the Daily Excelsior channel on WhatsApp

A bench of Justices A S Gadkari and Ranjitsinha Bhonsale, while dismissing the plea, said the certificate was rightly refused by the authority concerned.
A detailed order copy would be made available later.
Ansari filed the petition in January last year after his application for the mandatory PCC required for an RTO badge and permit was rejected.
Authorities had informed him via an RTI response that the certificate could not be issued due to allegations of his association with the Lashkar-e-Taiba (LeT) terror outfit.
In September last year, the Government, while opposing Ansari’s plea, said he was still under surveillance, justifying the rejection of the certificate.
In his petition, Ansari contested the decision as “arbitrary, illegal and discriminatory,” arguing that his fundamental right to livelihood was being violated.
Ten Pakistani terrorists launched a series of coordinated attacks at vital places in the city, including the Chhatrapati Shivaji Maharaj Terminus, the Taj and Oberoi hotels in south Mumbai, on November 26, 2008.
As many as 166 persons lost their lives and several others were injured in the attacks that lasted around 60 hours.
Nine of the terrorists were killed.
In May 2010, a special court convicted Ajmal Kasab, the lone Pakistani terrorist captured alive during the attacks, but acquitted the two Indian men accused in the case – Faheem Ansari and Sabauddin Ahmed – noting a lack of evidence.
The two were accused of being co-conspirators, aiding and abetting LeT in conducting the dastardly attacks. The Bombay High Court and the Supreme Court later upheld their acquittal.
Ansari was, however, convicted and sentenced to 10 years’ jail in another case in Uttar Pradesh. He was released from jail after serving the sentence.
In his petition, Ansari said his application for the certificate was refused on the grounds that he was accused of being a member of a terrorist outfit.
“The petitioner is legally entitled to engage in gainful employment, free from any legal blemish or barriers,” the plea had said. (PTI)

The portal, E-PRAAPTI, will provide a streamlined Aadhaar-based authentication mechanism that will enable a member to access an old EPF account, which may not have a UAN (universal account number), and update their profile after UAN linking and activation, the minister said.
The EPFO began allotting a 12-digit unique ID or UAN to each member in 2014.
E-PRAAPTI stands for ‘Employee Provident Fund Aadhaar-Based Access Portal for Tracking Inoperative Accounts’.

Going forward, the minister stated that it is contemplated to expand the scope of E-PRAAPTI to include members who may not be able to recall or access their old IDs.
The platform is expected to reduce manual intervention, minimise documentation, and enhance transparency and efficiency, he said.
The minister also informed that the EPFO has settled a record 8.31 crore claims in 2025-26, compared to 6.01 crore in FY25.
About 5.51 crore claims came for advance or partial withdrawals, reflecting the ease of access to PF accounts for members to draw upon their savings to meet their needs, he added.
About 71.11 per cent of advance claims were processed through auto mode within 3 days, up from 59.19 per cent in the previous year, he noted.
As many as 6.68 crore members were able to file their claims without the hassle of uploading a cheque leaf image, he said, adding that about 1.59 crore members were able to seed their bank accounts without seeking employers’ approval. (PTI)
