No defined Electricity Policy

PDD has the tendency of remaining in news for good or for bad, whatever. But being closely related to consumer syndrome the department will be continuously under the scanner and we shall not hesitate in continuing reflections on its performance and shortcomings. It has to come up to the standards expected of it in present scenario.
Power supply is of utmost importance to the State. On April 28, 2010, the Government notified the Jammu and Kashmir Electricity Act following its enactment by the Legislature and approval by the Governor. Naturally, the follow up action should have taken place and the broad outlines of Electricity Policy of the Government should have been framed. There was lot of dilly-dallying on the issue and the PDD did not respond nor did the Government bring pressure on the department to come up with a draft policy. At long last under pressures and persuasions the PDD framed the draft policy and submitted it to the Government for further action. Strangely, the draft remained neglected and the matter was put in cold store. We fail to understand why the concerned authorities should have been sitting on the subject. The framing and then approving the policy is a lengthy exercise as the final nod has to be received from the Cabinet. Keeping that entire process in sight, it will take a long time for the policy to get the final nod. But when the matter does not move how we can expect the PDD to have a definite electricity policy. Strangely, when all other states have their electricity matter, why should not our state have the same? We, therefore, impress upon the Minister in charge of power, who also happens to be the Deputy Chief Minister to ensure that the State has a definite Electricity Policy as early as possible.
