BARAMULLA, Nov 2: Lieutenant Governor, Girish Chandra Murmu, today said that good governance and efficient administration are vital for hassle-free and smooth public service delivery mechanism. He also said that a well-defined citizen’s charter and viable grievance redressal mechanism are the cornerstones of a welfare administration.
He made these remarks in a meeting he chaired here to review the overall developmental scenario of Baramulla district. This was his first official visit to the district after assuming the office of Lieutenant Governor of the newly created Union Territory of Jammu and Kashmir.
The meeting was attended by Chief Secretary BVR Subrahmanyam, Divisional Commissioner Kashmir Baseer Ahmad Khan, IG Kashmir S P Pani, District Development Commissioner Baramulla Dr G N Itoo, DIG North Kashmir, SSPs of police districts of Baramulla and Sopore, ADCs, Heads of various departments, district and sectoral officers and other concerned functionaries.

While appreciating the role of district administration for achieving various set targets under Aspirational Districts Programme, the Lt Governor assured every possible support and assistance in taking the district to the new heights of development. He said that every effort shall be made to develop Baramulla on all indicators of development and prosperity. He emphasized upon the concerned officers to work with added zeal and zest so that the district becomes one of the best aspirational districts of the country.
On the occasion, Murmu announced additional Rs 5 crore for village level works identified under ‘Back to Village’ programme. He also announced Rs 50 lakh for the upgradation of auditorium in Sheerwani Hall besides announcing a new building in SSP office Sopore.
He announced that a Physical Education Training College will be established in Baramulla so that youth get a proper platform to channelize their potential.
During the meeting, the Lieutenant Governor took a detailed stock of winter preparedness by the district administration. He directed the concerned authorities to put in place a viable winter preparedness mechanism so that the people do not face any inconvenience. He also directed the officers to remain in touch with the people at the grassroots so that genuine concerns of the people are addressed properly. Moreover, he said that every possible mechanism shall be explored to upgrade infrastructure especially in power sector so that uninterrupted supply of services is ensured.
On the occasion, the DDC Baramulla briefed the Lieutenant Governor about progress achieved under various sectors in the district.
Murmu was informed that the district Baramulla, owing to its favourable conditions produces about 75% of total apple production of the Valley. It was said that 750 apple growers have been registered under the recently launched Market Intervention Scheme (MIS).
The meeting was also informed about the progress made in tourism, health, education, PDD, PHE and other vital sectors.
The DDC Baramulla also apprised the Lieutenant Governor about various issues and demands including establishment of another Trauma Centre in the district and construction of additional bunkers in border areas to which Lieutenant Governor assured that all the projected demands shall be looked into for their timely redressal.
Meanwhile, Murmu, today underscored the need for addressing the public issues on top priority, stating that the grievance redressal mechanism must be strengthened as core part of transparent and accountable administration which accords centrality to the needs and problems of people.
He made these remarks at a meeting he chaired to review development scenario of Anantnag district.
Speaking on the occasion, Murmu called for taking priority developmental projects in convergence mode for efficient utilization of the resources available under different schemes and programmes of the government.
He directed the officers to set up relief and rescue centres along the disaster prone stretches of National Highway ahead of winters. He said all the basic facilities should be ensured in the disaster centres to facilitate the commuters and transporters during winters.
During the meeting, the Lieutenant Governor announced Rs 13 crore for boosting developmental scenario in the district. It was said that out of the announced amount, Rs 8 crore will be spent on the expeditious completion of upcoming Rehmati Aalam Hospital and Rs 5 crore as additionality for execution of the works taken under ‘Back to Village’ programme.
He also announced sanctioning of vehicles for mobility of all Tehsildars of the district besides accorded sanction to the proposal of DC Anantang regarding establishing district level youth hostel and up-gradation of existing NTPHC at Pahalgam.
Earlier, highlighting the achievements registered in the district, the DDC Anantnag briefed the Lieutenant Governor in detail about the development profile of the district.
The meeting was informed about status of the projects funded by JKIFDC under languishing projects scheme. It was said that 113 projects worth Rs 270.11 crore are under execution in the district under different sectors.
The Lieutenant Governor was also informed that 141 habitations have been covered under PMGSY with the completion of 172 road communication schemes. He was briefed that Anantnag district tops the implementation of the Ayushman Bharat programme in the whole country and in implementation of E-PDS.
It was also told that the recently launched Market Intervention Scheme has been successfully implemented in the district with 3222 MTs of apple fruit procured from the growers across the district, so far.
On the occasion, Murmu also took a threadbare review of the winter preparedness in the district. He was informed that a well-knit contingency plan for winter preparedness has been put in place to tackle winter challenges. All the men and machinery has been readied to effectively tide over the vagaries of weather during the winters, the meeting was told.
The Lieutenant Governor was also informed about the overall law and order situation of the district.
