Rules violated, Director makes transfer of GOs

Srinagar, May 29: As the Principal Secretary to Government Health and Medical Education Department last week ordered the Heads of the Departments not to make transfers and posting of Gazetted Officers, documents suggest that Directorate of Health Services Kashmir for last few months has posted junior officers at several administrative posts throwing the seniority list to winds.
The circular (No. 02 JK(HME) of 2022 dated 17-05-2022) was issued after senior doctors from DHSK raised the issue with the PS alleging that the Director has flouted rules and transferred and posted Gazetted Officers illegally on his own. “…it was observed that Heads of the Departments have been effectuating the transfers of Gazetted Officers at their own level without approval of the Administrative Department which is contrary to the laid down rules on the subject,” read the circular.
Two days after the circular, another communique was issued by PS asking the Director to furnish the list of promotions and transfers made by him in last few months against the laid down rules.
The Director has posted several blue-eyed junior officers as Chief Medical Officers and Block Medical Officers against the seniority list issued by the Govt (Order no. 37 JK(HME) of 2020 dated 01-01-2020).
Dr Mohammad Yusuf Zagoo and Dr Afroza Shah, have been posted as CMO Anantnag and Ganderbal respectively. As per the seniority list, Dr Zagoo stands at serial number 483 and Dr Afroza at 329 while there are scores of doctors who are senior to them but are working on lower posts.
Those doctors who are much senior have been placed as Deputy CMOs, District Health Officers (DHOs), District Immunization Officers (DIOs) and Block Medical Officers (BMOs) and those who are far junior to them are also on the same posts.
Dr Ruqayaa Rasool, Incharge District Health Officer Shopian is at serial number 282 in the seniority list, Dr Iqbal Ahmad, BMO Shangus is at number 287 Dr Masooda Jan, DIO Pulwama is at number 297, Dr Sameena Gul Incharge DHO Kulgam is at number 312 and Dr Anjum Afshan at number 323. The Director has posted Dr Zagoo and Afroza at higher posts bypassing the seniority list when as per the laid down norms he is not eligible to make transfer and postings of Gazetted Officers.
Besides this, despite the availability of senior doctors having enough administrative experience, additional charges for vacant posts have been given to some blue-eyed doctors instead of filling them.
Dr Manzoor Kadri is Assistant Director in the department and holds additional charges of Deputy Director Schemes, Deputy Director Headquarter and Controller Stores. Dr Talat Jabeen is Epidemiologist Kashmir and holds additional charges of Director STDC ad State Surveillance Officer.
The Human Resource Management (order No. 515-GAD of 2011 dated 7-4-2011) that has been tasked to deal with personnel matters of J&K cadre employees relating to promotions, seniority lists, APRs, departmental enquiries and vigilance cases slept over the issue.
