Judicial Academy organizes refresher course for police officers

Jammu, June 27: In order to acquaint and get clear understanding of the provisions of the Jammu & Kashmir Juvenile Justice (Care and Protection of Children Act), 2013, State Judicial Academy today organized one day refresher course for Police officers of the rank of Deputy Superintendents of Police, Investigating Officers of the ranks of Inspectors and Sub-Inspectors of Jammu province.
The programme was organized under the guidance and patronage of Chief Patron of State Judicial Academy, Justice N. Paul Vasanthakumar, Chief Justice, High Court of Jammu and Kashmir and Committee of Judges, State Judicial Academy (Justice Muzaffar Hussain Attar, Chairman and. Justice Hasnain Masoodi, Member).
Resource persons for the programme were Pawan Dev Kotwal, Director, State Judicial Academy and Baldev Singh, former Director, Prosecution.
In his introductory remarks, Director, State Judicial Academy deliberated on the need for such refresher programmes. He informed the participants that Jammu and Kashmir State Judicial Academy in recent years has been working enormously for improvement of justice delivery system in the State and has achieved encouraging results.
Baldev Singh in his address exhorted the participants to strictly follow the mandate of law and guidelines laid down by various courts in respect of Juveniles who are in conflict with law. It was pointed out that duty is cast upon the police to make preliminary enquiry about the determination of age of suspect juvenile so that he is kept away from hardened criminals and other offenders.
In the 2nd session, Director, State Judicial Academy deliberated upon the issues of registration of criminal case and initiation of investigation in light of latest judgments of the Constitution Bench of Supreme Court of India in case titled ‘Lalita Kumari vs. Government of U.P’ and also the effective role of Investigating Officers for efficient and professional investigation of cases under NDPS Act in the backdrop of judgment of Apex Court in case titled ‘Thana Singh vs. Central Bureau of Narcotics’.
