JAMMU, Oct 5: A delegation of Jammu Kashmir Sharnarthi Action Committee from all the areas of Jammu district led by Gurdev Singh president and Netar Prakash general secretary called upon Divisional Commissioner Dr Pawan Kotwal and discussed with him the day-to-day problem confronting DP’s of 1947 from PoK regarding the issuance of PRC certificates and supply of various ration items in DP colonies, besides their legitimate settlement issue which have been delayed due to non-serious attitude of both the Govts from the last seven decades.
Gurdev Singh, apprised Divisional Commissioner about the grievances and reservation of DP’s about the Rs 2000 crore package which has not been sanctioned by GoI despite a lapse of more than nine months period. He was told that DP’s are confused that despite of several meetings and reservations, the nature and shape of package has not been clarified. He was urged upon to mount pressure on Union Govt through State Govt for early sanction of the package and release of the funds.
While apprising Dr Kotwal about the day-to-day problems confronting DP’s Gurdev Singh explained him that DP’s are facing a lot of problems while obtaining permanent resident certificate (PRC) for their wards and family members. He was apprised that formalities required for issuance of PRC has been increased many folds thus violating the PRC Act of 1963, Public Service Guarantee Act, Jammu & Kashmir Representation of People Act of 1957, Jammu & Kashmir Chowkidari Act of 1956, Jammu & Kashmir Land Act 1996 and Jammu & Kashmir Municipal Act 2008.
It was brought into his notice that it was all being done by the officials at the helm of affairs to harass DP’s and other people to suck money from them. Such unwanted and unlawful burden of formalities has increased the suffering of DP’s many times and in addition they shall have to take rounds of the officials / offices of various channels made to process the file which takes months together to get the PRC. He was urged upon to simplify the procedure for issuance of PRC to relieve the DP’s of unwanted stress & strain.
Netar Prakash claimed that in DP colonies of rural belt the authorities concerned for the issuance of Aadhar Card have not sent their teams to complete the basic requirements. He was urged upon to direct the concerned authorities to rush their teams to rural area to complete the procedure.
Dr Kotwal listened patiently and assured to convey all the issues raised in the memorandum to the Govt and other concerned departments to resolve the same.
