JAMMU, Nov 26: The Jammu Kashmir Reserve Categ-ories Empowerment Alliance (JKRCEA), a conglomerate organisation of various socio-religious groups of the communities, retired employees, women, youth and students, celebrated its 2nd Foundation Day in a function held at Gurjar Desh Trust complex, Bye Pass Road here today.
Minister for Food, Civil Supplies and Consumer Affairs and Tribal Affairs, Ch Zulfkar Ali was the chief guest at the function and Nazir Ahmed Gurezi, Deputy Speaker, J&K Legislative Assembly and Bushan Dogra, Vice Chairman, State Advisory Board for the Development of Scheduled Castes and Javed Ahmed Rana, MLA Mendhar were guests of honour on the occasion whereas, GL Chalotra (Ex-MLA), RL Bharti (Ex-Member PSC), Som Nath (Ex-MLA), SR Majotra, were special guests.
The participants in large number from various districts of Jammu region and Jammu City took part in the function in which problems of SC/ST/OBC’s and other reserved categories were discussed. Reservation for SC/ST in direct recruitment and promotion, harassment of Gujjar and Bakerwals, reservation of OBCs etc, came for deliberation during the convention. It was unanimously resolved that it shall be stressed upon the Govt to implement the order of stay order granted by Apex Court against the Division Bench order of striking down provisions of reservation in promotions.
Dr Sanjay Bhasin, president, JKRCEA highlighted the importance of ‘Constitution Day on 26th Nov”. He said that Dr Ambedkar’s constitutional mission of ending caste/religion bias from India is still existing. There is large scale failure on the part of successive Governments to implement social welfare measured enshrined in Constitution of India for SCs, STs. OBCs.
He demanded regular promotions to reserved category employees, holding meeting of Enforcement Board on Monitoring and Implementation of Reservation, formulate a State policy for permanent rehabilitation of tribal people as has been done by the State Govt for other migrants, extension of National Conservation Act, 1980 and Forest Rights Act-2006 to the State to develop ‘Forest villages for the Tribal and Nomadic groups’ of the State.
Nazir Gurezi lauded the JKRCEA team for organising such a wonderful function. He said that no stone shall remain unturned in the next Assembly to restore reservation in promotions.
Ch Zulfkar Ali said that from time to time he keeps apprising the Chief Minister about the problems of these communities who is also very concerned about the plights of marginalised sections. He further assured his full support to restore reservation in promotions and also said that utmost care will be taken to safeguard the constitutional rights of these communities.
Javed Rana, RL Bharti, SR Majotra, Prof Kali Dass and Abdul Majid Malik also addressed the gathering.
