KARGIL, Apr 8: To finalize the annual Capex Budget for the year 2021-22, Chairman and Chief Executive Councilor, LAHDC Kargil, Feroz Ahmad Khan chaired the General Council Meeting and approved Rs 207.43 crores annual District Plan for Kargil District for the current fiscal.
The budget comprises of Rs 187.86 crores under Major Works, Rs 16.35 crores under Machinery and Equipments and Rs 3.22 crores under Motor Vehicles.
Giving a brief presentation of physical and financial achievements registered during the last financial year, Deputy Commissioner and CEO, LAHDC, Kargil said that out of the amount of Rs 232.42 crores allotted, an amount of Rs 181.96 crores was spent on implementation of various developmental schemes and welfare programmes in the district which represents 78.29 percent of the released allocation. He further informed that most of the civil works stand tendered and allotted and work will be kick started as soon as the budget is released.
Addressing the meeting, the CEC said that major focus of LAHDC, Kargil will be the completion of works which are nearing completion besides to complete all ongoing works in different sectors. He directed all sectoral officers to start the development works in the right earnest besides pacing them up keeping in view the short working season.
Threadbare discussions and deliberations were held on the draft annual plan budget wherein members put forth their suggestions and a number of important decisions were also taken up regarding the implementation of schemes on ground.
The house unanimously passed a number of resolutions like Capex Budget and funds meant for other centrally sponsored schemes to be made non-lapsable and carried over to the next fiscal, bringing SDP under the purview of the LAHDC, execution of works under CCDF up to Rs 5 lakh on the basis of resolution passed by the target beneficiaries, round the year availability of Directors in the directorates created for Kargil, provision of funds to meet drought emergencies and natural disasters under the un-tied funds.
Other resolutions passed included framing of recruitment rules separately for District Cadre, Divisional Cadre and UT Cadre and immediate filling up of the vacant posts in different departments.
The house also passed a resolution for introduction of sustainable and efficient energy building models towards Carbon Neutral Ladakh by designing and constructing all future Government buildings in the district.
Executive Councillor for Social Welfare Aga Syed Hassan Arman Mosavi, Executive Councillor for Works Mubarak Shah Nagvi, Executive Councillor for Tourism and Zanskar Affairs Er Phunsog Tashi, Executive Councillor for Health Muhammad Ali Chandan, Deputy Commissioner and CEO, LAHDC, Kargil Santosh Sukhadeve, President Municipal Committee (MC) Kargil Zaheer Hussain Babar, Additional Deputy Commissioner Kargil Tsering Motup, Councilors of different constituencies and nominated Councilors besides all sectoral officers were present in the meeting.
