Srinagar, July 4: The State High Court today directed the Government to file report in a week about the amendment in Education Rules framed to regulate the activities in Elementary Teachers Training Colleges.
Hearing PIL with regard to irregularities and embezzlement by ETT Colleges across the State, the Division Bench of Acting Chief Justice Alok Aradhe and Justice D S Thakur after seeking information from State Counsel with regard to amendment in Education Rules sought the same in shape of report within one week.
State Counsel B A Dar (AAG) sought some time from the Court with regard to framing of amended rules and court after his submissions granted him week’s time.
“…One week’s time is granted to enable him to file latest report, indicating therein that the rules have been framed by the State Government for regulating the activities of ETT Institutes”, read the direction.
Court directed the State counsel to supply the copy of the status report to petitioner-counsel also.
Government has informed the Court that after obtaining the requisite advice from the LJ&PA Department for approval of competent authority, the amended rules stands operated through Chief Secretary in coordination with GAD. Earlier, court was informed that as soon as approvals will be received, same will be notified.
Court has been informed by the petitioner counsel that the authorities are allowing the promoters of these ETTs to run these institutions in deviation of the guidelines of National Council for Teachers Education and J&K Education Act 2002.
Court has already been informed that that since there is huge number of such colleges across the State which are running illegally as such CB is investigating the matter yearly and yearly progress of investigation may be permitted by the court.
It may be mentioned that court previously directed for closure of those ETT colleges which have been found operating illegally and in this connection Divisional Commissioner Jammu was directed to comply with the directions.
