JAMMU, Dec 19: A deputation of All Jammu and Kashmir Graduate Engineers Association (Civil) led by its State President,  Gandeep Pargal, today met Chief Secretary BB Vyas and projected the issues of civil engineers.
The   Chief Secretary was apprised of the issues including release of  running grades for in service Graduate Engineers,  promotions of  Degree holders: Diploma holders on 80:20 basis on available posts,  review of  Engineering cadre, regularisation of services of engineers at all levels.
Miserable condition of Graduate Engineers of the State was highlighted and told that how eagerly they are waiting for their first ever confirmation as  Assistant Engineer for the last 17  years. Many of them are  retiring as unconfirmed and in Junior Engineers grade.  Issue of  timely promotions at all levels was projected by Association. It was also briefed that while making promotions at all levels, Diploma holders should not be promoted  more than 20% of the available posts at a given point of time.
It was further deliberated that  cadre is not Diploma or Degree as is being projected by Diploma holders but cadre is a post and Engineering cadre needs to be reviewed as it has not been reviewed since last 30 years. Moreover, during the last three decades, there is lot of expansion in Engineering departments along with creation of new administrative units and districts which has almost  doubled the Engineering cadre but Engineers have been confirmed as per the old existing Engineering cadre which has become a demoralizing factor among Engineers.
Chief Secretary had a patient hearing and assured that rules will be taken into consideration while making promotions and said that instructions will be issued for fulfilling the just demands of engineers.
Prominent among those who accompanied included Anil Thapa, Gopal Sharma,  Ashish Bhasin, Brahamjyoti, Vikram Dogra, Rajesh Sumbria, Sumesh Hangloo,  Sanjeev Gupta and others.
