Govt urged to regularize incharge officers

JAMMU, Sept 11: Amar Nath Thakur, State chairman of All Incharge Gazetted Cadres of School Education Department, has appealed Governor Satya Pal Malik, his Advisor Farooq Khan, Chief Secretary and Commissioner Secretary School Education Department to regularize all 8000 back log and 2000 fresh incharge gazetted officers before October 31, 2019.
Addressing a meeting of the Incharge Gazetted cadre of School Education Department, Mr Thakur lamented that the School Education Department has miserably failed in regularizing all the gazetted officers, 500 hundred of whom have expired and 2500 retired without getting regularized. “Incharge officer or Lecturers are appointed for six months but not regularizing them after that period and their retirement in the incharge capacity is sheer violation of employees rights,” he said.
Thakur opined that memo of urgency must be filed in the light of Supreme court judgement delivered on 24-7 -2019 on the ground that the High Court in exercise of jurisdiction under Article 226 of the Indian Constitution may not sit in appeal over an administrative decision.
Others, who spoke in the meeting, included Ram Parkesh Sharma, president Principals Forum; Roop Lal, president Headmasters Forum; Dileep Dhar, Harbans Choudhary, Ravesh Saraf, Rajesh Gorkha, Surjeet Kumar, Tara Mani, Kuldeep Singh, Jagdev Singh, Prem Chand, Gurmeet Singh and others. Speaker also said that Government must implement order 0743 GAD of 2007 to provide justice to all cadres.
During the meeting, an executive coordination committee was also constituted to coordinate at all district and tehsil level in Jammu province. All cadre executive coordination committee would coordinate with the already working volunteer bodies in Kashmir and Ladakh to force the Government to complete the regularization process at the earliest as was done in case of 45000 State ReT teachers.
