CM Meghalaya calls on Union Minister

NEW DELHI, Oct 11: A delegation of Group ‘B’ (Gazetted) Officers’ Association of Survey of India called on Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel (DoPT /ARPG), Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and lauded him for facilitating and ordering mass promotions in the Department of Personnel & Training (DoPT) .
This move, they said, had addressed the agony of a large number of officials who had been suffering from stagnation and would sometimes retire from service even without getting a single promotion. Pertinent to mention that DoPT broke the ice by ordering en-masse promotions of nearly 4,500 officials in the beginning of this year and then , followed up this process accordingly.
The members of the delegation complimented the Government led by Prime Minister Narendra Modi for working in the direction of providing work-friendly environment for employees. They appreciated Government’s efforts for clearing backlog in promotions. They said, for the first time, under Prime Minister Modi, the Government was seen making continuous efforts for clearing the stagnation and giving timely promotions to its employees.
The delegation also discussed various issues with the Minister including promotion of Officer Surveyor on all 130 vacant post of Superintending Surveyor, Amendment in Survey of India Group ‘A’ Service Rules-1989, Publication of seniority list of Officer Surveyor, Cadre restructuring of Group ‘A’ and Group ‘B’ as per DoPT Guidelines and clarification of Rules 6(d) of CCS (RSA) Rules, 1993. They also suggested that training period of two years, undergone by Surveyors at the time of their entry in the Department should be counted for granting benefits of MACP. The association also said that Office Council and Departmental Councils under the JCM scheme needs to be formed immediately for the speedy redressal of grievances.
Dr Jitendra Singh gave a patient hearing to the delegation and suggested that the DoPT will consider the issues raised by them and take the necessary action. He also suggested that the officers of the concerned Ministries can sit with the DoPT officials and discuss their issues and find ways for speedy redressal.
Meanwhile, Chief Minister of Meghalaya, Conrad Sangma called on Dr Jitendra Singh and discussed the progress of various development projects in the State as well as IAS related cadre issues.
During the meeting, the Chief Minister discussed the status of various Centrally funded projects under NLCPR of Ministry of Development of North Eastern Region (DoNER) and the projects under North Eastern Council (NEC). The subject related to the submission of utilisation certificates and release of more funds was also discussed.
The Chief Minister briefed the DoNER Minister about the progress made on the construction including MBT of Pynursla-Latangriwan road towards Mawlynnong. The project was sanctioned at a cost of Rs 29.97 crore in September, 2019 and the Ministry had also released Rs 10 lakh for the tendering process. The upgradation of Mawsmai-Shella from Laittyra village upto Kynrem falls was also discussed during the meeting.
Dr Jitendra Singh said that the State of Meghalaya has high tourism potential and rich scenic beauty. This needs to be explored, he added.
Dr Jitendra Singh said that the Government led by Prime Minister Narendra Modi, has always given high priority to the development of north eastern states.
Besides above, the Chief Minister also discussed the cadre-related issues of IAS officers of the state.
