Delay in completion of Distt.Hospital Handwara

A building constructed way back in 1984 to house District Hospital , Handwara Kashmir could no longer pull on with the limited space resulting in difficulties faced both by the patients and the medical staff necessitating of building a new spacious three storied building. So far so good , work on the 350 bedded Hospital project, therefore, started in the year 2018 or four years ago and was scheduled to be completed all by April this year. However, due to poor speed and progress of the work , it is unlikely to be handed over to the Health Department by April as only half of it is stated to be completed. It is evident that poor monitoring over all these four years has resulted in the problem and out of Rs.86 crore , the total cost of the project, only Rs.46 crore have been spent compartmentalising the construction process later into phases 1 and 2 . Evidently, only phase 1 may be completed by April this year and that will serve no purpose absolutely as the space required for efficient functioning will again be too short and limited to overcome the problems faced currently.
Under the circumstances, it is advisable that whatever portion to be ready is available by April this year or slightly later, may be handed over to the Health Department to shift some of the requirements to the new building as the same is quite adjacent to the old one to offload the present burden on it . At the same time, work on the rest of the Phase 2 may be speedily done so that in minimum possible time , it is fully completed. Since such an administrative approach is more or less a part of “working culture” in Jammu and Kashmir, the proverbial what cannot be cured must be endured must be accepted , now, that the entire project scheduling has gone awry.
