JAMMU, Dec 11: In a Public Interest Litigation (PIL) seeking regulation of traffic, Division Bench of High Court comprising Chief Justice MM Kumar and Justice Hasnain Massodi today expressed its deep anguish and displeasure over the traffic jams in Jammu city and directed all Station House Officers (SHOs) to ensure that there is no encroachment and traffic chaos in the areas of their jurisdiction besides no vehicles operate without complying with norms prescribed for emission of pollution. The Division Bench further cautioned that in case any violation is reported then the concerned SHO may be held accountable.
When the PIL came-up for hearing, Senior Advocate D C Raina appearing as Court Counsel highlighted the issues of encroachments, traffic congestion and pollution. He referred to various orders passed by the State High Court and pointed out that the orders have not been followed in letter and spirit as the traffic jams have become common, encroachments are the order of the day and pollution caused by vehicles is unabated. He also brought to the notice of the DB that buses are being allowed to park on the fly over near Bus Stand.
Taking serious note of this, DB directed SHO Bus Stand to ensure that fly over is not used for parking of buses and alighting of passengers. “These directions will also apply to all other SHOs in the city area wherever the buses stop for picking of the passengers or alighting them”, the DB added.
With these directions of wide public importance, Division Bench directed that the latest report be filed by JDA as well as SSP monitoring all SHOs of the city before December 31, 2013.
