JAMMU, July 12: A complete pen down strike was observed today in all State Government offices across all the districts and tehsil headquarters under the banner of Jammu, Kashmir & Ladakh All Departments Clerical Staff Association against the dilly delaying tactics of the State Government in implementing High Court judgement regarding removal of pay anomalies of clerical cadre.
While addressing the employees here at District Headquarter of the association, Babu Hussain Malik, condemned the previous State Governments for betraying the employees by not fulfilling the repeated commitments made by it with the association regarding pay anomalies of the clerical cadre and other demands.
All the representatives in one voice appealed the Government to implement the High Court Order regarding pay anomalies of clerical cadre in letter and spirit at the earliest. They said earlier the High Court had given two months time to the Government to remove the pay anomalies of the clerical cadre but even after the lapse of more than two months nothing was said or done in the case, which prompted the association to lodge a contempt petition.
They said thereafter on April 21, 2016 the Government formed a committee to implement the orders of High Court to befool the innocent clerical cadre, as no time frame has been given to the committee to submit the report.
“It is unfortunate that the Government has formed a new committee when already a committee was formed vide Govt Order No 67 GAD of 2012 dated 16-01-2012, whose report is not known to the clerical cadre till date despite the lapse of more than four years”, they said.
Later, a memorandum regarding removal of pay anomalies of the clerical cadre was submitted to Divisional Commissioner, Jammu, Dr Pawan Kotwal, through Babu Hussain Malik, State president of the association.
In various District Headquarters, the memorandums were submitted to the concerned District Development Commissioners through district presidents of the association.
The main demand of the clerical cadre is removal of pay anomalies of clerical cadre by giving Grade of 4000-6000 to Junior Assistant and 4500-7000 to Senior Assistant and 5500-9000 to Head Assistant and Junior Stenographers notionally with effect from January 1, 1996 and monetarily with effect from February 19, 2003.
