JAMMU, Apr 8: BJP leader and its Executive Member, Ashwani Kumar Chrungoo has demanded Domicile rights for those people of Jammu and Kashmir who since times immemorial have been going to the regions outside their State for education, business, jobs and other assignments or faced persecutions that led to their exodus from their home State.
In a statement issue here today he said, some times seeing conditions conducive they returned to resettle in J&K however but since 1947 the migration process did not stop. The original inhabitants and the hereditary residents who possessed the certificate of State Subject of the erstwhile J and K State continue to live outside the State in many parts of India and the world. Since they are not in a position to prove their stay of 15 years in the State, hence they are not covered by the new law on Domicile, he added.
He said similarly, most of them are also not registered as “migrants” with the office of the Relief and Rehabilitation Commissioner. In such a situation, this vast chunk of the people belonging to J and K cease to be the Domicile of the UT, though they possess the hereditary State Subject certificate as well.
Chrungoo raised this issue with the official representative of the PMO and other ministries in the Government of India,. He said it would be the travesty of law of natural justice including the human rights infringement, along with the denial of indigenous people’s right to the hereditary State Subjects to deny their birth right to them to be a part of their birthland, both physically and legally.
The new law can’t be arbitrary in this regard at any cost, he said while demanding the Domicile right for these indigenous people of J&K.
