SRINAGAR, Jan 16: In violation of the norms of the Rashtriya Krishi Vikas Yojana (RKVY) scheme, Agriculture Production Department has diverted funds meant for the scheme to engage a retired official.
The engagement Order NO: 59-Agri of 2013, dated: 30-10-2013, reads: “…sanction is granted to the engagement of Abdul Qayoom Khan, Under Secretary, Agriculture Production Department w.e.f 01-02-2013 for a period of one year on monthly remuneration of Rs. 10,000 only payable for period by the Director, Agriculture, Kashmir out of the Administrative charges of centrally sponsored scheme Rashtriya Krishi Vikas Yojana (RKVY).”
Abdul Qayoom Khan shall assist in processing and pursuing DPC/PSC proposals of Gazetted Cadre of the Agriculture Production Department, so as to address various manpower management issues. He will also assist in regularization proposal and any other work assigned to him,” the order reads.
However, sources in the department said that the engagement of Khan is in violation of the norms of the scheme which is meant for improving agricultural sector in the State.
Additional Secretary Agriculture Production Department Dr M. K. Kumar said the official was engaged with a “considered decision to improve the service delivery” of the department.
Asked whether Khan’s engagement is not in violation of the scheme norms, Kumar said: “I cannot give you an affirmative statement of yes or no. This is what I am telling (you).”
