Why so much obstinancy about APRs submission?

It is simply unbelievable that there should be majority of such employees in the UT of Jammu and Kashmir who have taken the sensitive issue of submission of annual returns of assets and liabilities , in common parlance known as ”Property Returns” as casual and missed the deadlines of Jan 31, and February 15, 2022 . We have many a time, dealt with the issue clarifying how much importance submitting of such information carried as on the contrary , it could mean something fishy which merited strong departmental action and possibly to qualify for being on the active radar of the Anti Corruption Bureau (ACB). This annual return was a documentary proof , though on self declaration basis, as to whether one’s value of assts raised during the assessment period, usually the year of reporting, was commensurate with the concerned employee’s known sources of income. In other words , there being a possible connection between possibilities of corrupt practices and corruption etc with the entire exercise ,it is in the interests of the employees to keep the ”mist ” clear and all visible by mandatorily submitting this return in time , now that it has been made easy through online submission mode.
One more time limit has been granted by the government to such employees having registered themselves with the concerned portal to invariably submit such information by March 28 failing which departmental action for criminal misconduct could be taken plus other punitive action by the concerned government agency . We hope this ”last chance” shall not be missed by those employees who till date have failed to submit the important return. In fact , in future, releasing of the concerned month’s salary should be liked with submission of this return by the employees as an added measure to make it a routine every year without fail to submit details of what one owned and how as also what one owed and why.
