SRINAGAR, Sept 2: Alleging that Centre amended the Domicile Law in the absence of public support, senior Congress leader Saifuddin Soz on Wednesday said the residents of Union Territory (UT) have every right to know who were the one per cent of the people the government has issued domicile certificates to in Jammu and Kashmir despite having no Permanent Residence Certificate (PRC).
Prof Soz said that UT administration has asserted that 99 per cent of the 12.5 lakh domicile certificates issued by it were the citizens who already have PRC. But, he further said the question was who constituted the remaining one per cent who also have been issued such certificates.
The people of the UT are entitled to know the particulars of the persons who were not Permanent Residents, yet they got the Domicile certificates, Prof Soz said in a statement here this afternoon.
The JK UT administration has explained further that these certificates have been issued for jobs only, he said alleging that it means that UT Administration has no objection for giving the Domicile Certificates to non-state subjects also!
Since the UT Administration has issued the Domicile Certificates to such a big number in hot haste, the process must have involved recklessness of sorts.
The perception of the people is that the UT Administration is a stopgap arrangement and that the Centre should not have amended the Domicile Law in the absence of public support, the statement said.
“I urge the JK UT Administration to issue a ‘white paper’ indicating particulars of those who are not state subjects, yet they got the certificates! That procedure alone can allay the fears of the people of the State”, the Congress leader said.
