JAMMU, Dec 23: The Jammu and Kashmir Reserved Categories Empowerment Alliance (JKRCEA) has claimed that violation of the constitutional rights of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Class (OBCs) was not acceptable and the Government must make Delimitation Commission Report public.
Addressing a joint press conference here today senior JKRCEA members said that SC/ST/OBC communities have shown their deep concern and anguish over the continuous violation of their constitutional rights. It was not acceptable to the Alliance, they asserted.
Referring to the J&K Delimitation Commission Report where one of the ministers in Union Govt from J&K was saying that associate members from National Conference agreed with the report, but on the other hands, the NC leader Dr Abdullah was saying that they will not sign the report and shall prefer to file a case in Supreme Court. They alleged that `behind the curtain exercise’ to accord Tribal status to some linguistic groups in violation of constitutional norms seems to be another ploy of the Government.
They alleged that all the slogans about major changes and development after abrogation of Art 370 in J&K have proved as hollow. The OBCs have not been provided justice in the Jammu and Kashmir even after abrogation of Article 370. The LG Administration must implement Mandal Commission Report in J&K, they added.
They alleged that Delimitation Commission had hardly any interaction with the social groups and the civil society and they have not even considered the representations of the masses and brought out an arbitrary report. The SC/ST groups have demanded ‘No Political Reservation’ or if the Government wants to give it, then it should be 12 (SC) and 15 (ST) assembly segments, for them.
They also opposed giving ST status to the Pahari speaking people and said that is not only unconstitutional but shall dilute the Tribal status also. If the government do not rethink on this issue it may invite a statewide agitation. They said that the other unconstitutional reservations to ALC, RBA and others should also be revisited and OBCs of J&K should be given 27% reservation. They claimed to hold large rally on January 31, 2022 in support of their demands.
Prominent among them included-Prof GL Thapa, Mphinder Bhagat, Prof Kali Dass, Sham Basson, Asad Noomani, MR Bangotra and Bodh Raj Bhagat.
