JAMMU, Nov 23: Viklang Chhatra Trust (VCT) has appealed the President of India for regulating discipline among elected representatives so that they strictly adhere to the Constitutional provisions and the proceedings of the Sessions are completed unhindered.
In a letter written to President of India, Pranab Mukherjee, VCT said it is usually seen that the elected representatives behave like hooligan and create ugly scenes on the floor of the House by mudslinging, assaulting one another and presenting a horrible picture of the Country that the citizens of India feel ashamed of.
“Such elected representatives do not bother even to listen to the Speaker on the Chair, may it is Parliament, Upper House, Lower House or State Assemblies and the whole Session is adjourned without any decision on the agenda taken in the proceedings”, the letter reads.
The letter said that the Constitution of India being supreme, the representatives of the people are bound to respect and implement the provisions of the Constitution of the Country but those sent to Lok Sabha, Rajya Sabha and State Assemblies on the expenditure of millions of billions of rupees from the public exchequer do not respect and maintain the spirit of the Constitution of India.
It further said that the indulgence of the President of India is solicited to enshrine penal provisions for regulating discipline among members of both Houses so that they strictly adhere to the Constitutional provisions and the proceedings of the Sessions are completed unhindered.
The letter asserted that the non-adherence should be penalized by strict action including expulsion of the faulting member.
