Unutilized manpower

It is strange that on one hand the reason given for non-completion of construction projects is the shortage of skilled manpower and on the other hand available manpower is not utilized. How should one explain this contradiction in terms? The Hydraulic Wing of the Department of Engineering is an example.  Reports are that 218 vacancies of AEs are available with the department but 179 AEs are not posted to fill these vacancies. It is about 22 months that senior and experience AEs with no fewer than 30 years of service and experience are awaiting there posting. How should this be explained? The point is that there seems lack of proper planning in the Department. What logic and what justification are there to appoint or promote the skilled manpower and then keep them waiting for long months for posting and finally to say that when the vacancies will be created they will be adjusted. This is playing with the sentiments of the people. We would like to emphasize on the Government to make the best and maximum use of manpower available in the State and do good homework on planning before making announcements in public.
