Detailed discussion held on refugees’ problems

JAMMU, June 14: Special Secretary, Ministry of Home Affairs (MHA), Anil Goswami, today visited Jammu Police Headquarters (PHQ) and took review of the issues concerning Jammu and Kashmir Police and other security forces operating in the State. The meeting was attended by senior police, civil and para-military officers.
Chairing the high-level meeting, Mr Goswami said that the Central Government is very liberal in providing funds to the State for modernizing Jammu and Kashmir Police and security agencies working in the State.
He asked the heads of Jammu and Kashmir Police and other security forces to project their demands and proposals in time to Ministry of Home Affairs (MHA) so that the same are processed well in time. He asked them to ensure maximum utilization of funds released from time to time, adding that adequate funds would be released to them periodically.
Mr Goswami took a detailed status review of weaponry procurement, communication and mobility, infrastructure and accommodation, upgradation of police hospitals, schools, civic action programmes, police workshops, housing sector, LoC trade and travel and installation of CCTNS for better monitoring.
He stressed on the need of protecting human rights and asked the heads of all security agencies to submit the periodic action taken reports on the recommendations of various human rights groups.
Earlier, the Director General of Police, K Rajendra Kumar and officers of CRPF, BSF and Prisons presented their proposals for discussion through their detailed power point presentations.
Among others, the meeting was attended by Principle Secretary Home, B R Sharma, Additional Director General of Police (Headquarters) Dr S P Vaid, Divisional Commissioner, Jammu, Pradeep Gupta, IGP, Jammu Zone, Dilbag Singh and Inspectors General of Police, BSF and CRPF.
Yesterday, Mr Goswami had a detailed discussion with the Divisional Commissioner, Jammu and other officers over the issues concerning 1947, 1965 and 1971 refugees.
Each and every aspect of the refugees’ grievances was thoroughly deliberated upon in the meeting spread over three hours. The broader contours of Rs 1775 crore package submitted by the Minister for Revenue, Relief and Rehabilitation, Raman Bhalla to the Prime Minister, Dr Manmohan Singh, during the latter’s last visit to Jagti township were deliberated upon in the meeting. The package pertains to the full and final settlement of the Displaced Persons of 1947.
The Union Special Secretary was apprised of the necessity to start verification of 1950 forms which were received in 2004 after the cut off date. It was also demanded that permission must be granted for issuance of notification seeking applications from those refugees, who have not filled the forms so far.
The issue of granting tenancy rights to the refugees of 1971 under Section 3 of the Agrarian Reforms Act was also raised vociferously by the Divisional Commissioner and other officers including Provincial Rehabilitation Officer A M Wani. The issues concerning West Pakistan refugees were also highlighted before the Special Secretary MHA on the directions of Minister for Revenue, Relief and Rehabilitation, Raman Bhalla, who has been making tireless efforts to redress the grievances of the refugees.
