Unfair selections in PSC

Sir,
JKPSC is not following sames norms in all subjects of 10+2 selection process. In urdu and english, PSC has intimated the candidates selected in higher education (No.PSC/ Exam/Lect.+2/ Engl/Urdu/ 2016) that the candidates who have been shortlisted for oral test for the post of Lect. 10+2 in Urdu and Eng. are advised to intimate/ communicate to the commission as to whether they would like to appear in the oral/viva for Lect. 10+2 post so that the rule 40 of J&KPSC(B&P) is followed, according to which there should be 1:3 ratio of candidates to be called for interview. In response to this 17 candidates of Urdu and 8 candidates of English have intimated to the commission. Due to which PSC has called 12 candidates of english and 44 candidates of urdu for interview (No.PSC/DR/Lect(10+2)/Urdu; No.PSC/DR/Lect(10+2)english, dated -10-03-2017).
But in case of Physics, Chemistry, Maths, Zoology  no such rule 40 has been obeyed. PSC has not even given any notice to shortlisted candidates of 10+2 who have been already selected in higher education. Due to which no such opportunity of appearing in interview is given to next slot of candidates in merit.
This is not fair to the candidates as equal opportunity is not given to all subjects. Most unfair selection seems to have been in done  physics and chemistry in which after completion of interviews, the result was declared immediately. No candidate has got the opportunity to appeal PSC to hold interviews of next slot of candidates in the queue.
