Srinagar, Jan 16: Lt Governor Manoj Sinha today announced that elections for Urban Local Bodies (ULBs) and Panchayats will be held soon after reservations to Other Backward Classes (OBCs) are completed.
Sinha while dedicating the Baramulla Sports Stadium renamed after late General Bipin Rawat said that the ULB and Panchayat elections will be held soon after reservations to the OBCs are completed.
“After the enactment of the State Reorganization Act, the constitutional hurdles facing the reservation of OBCs are being addressed by the administration. I want to stress that once the work is complete, elections for ULBs and Panchayats will surely be held,” he said.
The LG said that some people also want to do politics here, and these are the same people who have been stifling these institutions. “The people here know very well who they are and what their intentions are. They want the Panchayats to remain in the old order so that everything happens through them, but I want to ensure you that we will not let it happen,” he added.

Sinha said that both the temperament and demeanor of Jammu and Kashmir have changed. “Today, we laid the foundation for projects worth Rs 16 crores and 37 lakhs, and around Rs 20 crores of projects have been dedicated to the people of Baramulla. These are part of the ongoing efforts of the administration to improve basic facilities for the common people and enhance their standard of living,” he said.
“I want to ensure that this caravan of development will continue uninterrupted. Jammu and Kashmir has decided that, for the welfare of the entire population and the honour of the country, whatever steps are taken, Jammu and Kashmir will be at the forefront,” the LG added.
“In the recently concluded Azadi Ka Amrit Mahotsav and Meri Mati Mera Desh programs, Jammu and Kashmir topped the entire country. I am witnessing the same trend in the Viksit Bharat Sankalp Yatra as well. So far, over 40 lakh people have taken part in the initiative in Kashmir, and alone in Baramulla, 4 lakh residents have participated,” he said.
“To provide welfare schemes to the underprivileged sections of society, Prime Minister Narendra Modi has given this guarantee. To actually make it happen on the ground, I would like to request that all sections of society come forward and help not only themselves but also their neighbors by enlisting in the scheme,” he added.
“The biggest catalyst for change is the thinking of the people, and I personally believe that the thinking of Jammu and Kashmir has undergone a huge change. Therefore, there is a need for people to help each other with heart rather than just numbers and become harbingers in changing the lives of others. Only then will true empowerment of the people happen”, he said.
“In our 75-year journey, politicians used to make promises of development, social justice, and empowerment of weaker sections during elections. The present Government has not only changed the political jargon but has also shown a real sense of development. Empowering the common man has been the real achievement of the Government,” he added.
“I am hopeful that the lakhs of people who were detached from different welfare schemes for some reason are being connected with the related scheme. Jammu and Kashmir is working to ensure that development reaches every resident of Jammu and Kashmir. The administration is trying to ensure the saturation of welfare schemes, and everyone gets a golden card. I am hopeful that the lakhs of people who were detached from different welfare schemes for some reason are being connected with the related scheme,” the LG said.
“On January 24th, the Jammu and Kashmir administration will hold a big program on Back to Village Five. One of the goals of Back to Village is to identify 15 youths in every Panchayat who want self-employment, and they will be provided with handholding and financial support. I am pleased to announce that on January 24th, Rs 1100 crores will be made available to uplift 90,000 youths in Jammu and Kashmir. We have to ensure that a minimum of 15 youths join this program in every Panchayat,” he said.
The LG said that these days, international newspapers are talking about the development in the region. “Although there are still some people concerned about their political motives who find shortcomings, I consider it good as it gives us a chance for improvement. The change that has taken place in Jammu and Kashmir is being witnessed in the cities and all the tehsils,” he added.
“This year, snow is yet to fall, and I pray for snow for the smooth functioning of the power projects. Gulmarg used to witness 3-4 lakh people, but last year only 13 people visited there, and the lack of snow would harm it,” the LG said.
Sinha said that for the last four years, the dreams and ambitions of the boys and girls of Kashmir have grown bigger, and they are set to achieve them. “It is the responsibility of all people to help the future generation realize their dreams,” he added.
“Under the Holistic Agriculture Development Plan, the contribution of agriculture and allied sectors would increase 2.5 times. I am a witness to the benefits for the farmers. Around 70 percent of the population in Jammu and Kashmir is associated with agriculture and allied sectors, and if we want to change the region, we have to focus on this sector,” the LG said.
While dedicating the stadium to the public, the LG said: “late General Bipin Rawat was an angel from God. The name of the stadium was not chosen by the Government itself, but various people from Baramulla mailed us to keep the stadium’s name in his honour. Apart from being a military strategist, he was also a man of the people who shaped the dreams of several residents of Baramulla.”
