Transfers ordered by SKUAST-K VC revoked

Srinagar, Oct 21: The Government has put a moratorium on transfers, promotions and recruitments in SKUAST-K till the appointment of a new Vice Chancellor of the Varsity and revoked the recent orders of the Vice Chancellor.
The order of the moratorium was issued yesterday by the Government (Vide order No. LGS-I (GR) 20/9480 dated 20.10.2020) as the Vice Chancellor is retiring tomorrow. The moratorium has been put on the transfers, selection, recruitments, promotion and CAS exercise till the new Vice Chancellor is appointed as per the provisions of the SKUAST Act.
A memo issued by the SKUAST-K (No. AU/Adm/AR(T)/2020/8222-52 dated 21.10.2020) today put moratorium on the exercise of screening of applications for determining eligibility for direct recruitment by selection (teaching and non-teaching) and also screening-cum-Evaluation for determining eligibility for placement/promotion under CAS for scientists/ teachers-2006, initiated through various orders/ communications.
The moratorium was issued after several transfer orders were issued by VC Professor Nazir Ahmad at a time when he was about to retire.
The Government last week constituted a selection committee for drawing a panel of names for the appointment of VC for SKUAST-K.
Earlier, the SSTA had appealed the Government for immediate issuance of the notification for the appointment of New Vice-Chancellor for SKUAST-Kashmir as the incumbent VC SKUAST-K is completing his term of 5 years on 22nd of this month.
The VC made several transfers of mostly scientists recently at the time when his term is expiring. The SSTA alleged that these transfers were made by the VC to target the members of the Association who are raising genuine issues.
The VC has even transferred four scientists two each from Kashmir to Ladakh and vice versa without taking approval from competent authority. He was supposed to take approval for transferring scientists from one Union Territory to another.
Those transferred include Dr Feroz Din Sheikh, Associate Professor posted at Manasbal to Leh, Dr PK Singh, Assistant Professor posted at Shalimar to Leh.
He had also transferred Dr Anil Kumar, Assistant Professor posted at Leh to Shalimar in place of Dr PK Singh. Dr Mushtaq Ahmad Wani who was posted in Leh was also transferred and posted at Shalimar campus of the University.
According to an order issued by Government of J&K (No. 22-JK (GAD) of 2020 dated 30-09-2020), the employees serving in Ladakh and J&K UTs can be transferred from one UT to another by the LG. “All such orders without the approval of the competent authority are not legally tenable”, read the order.
